Mica Dolan Contacts and Compliance Mica Dolan is a Corporate Manager supporting SCRA Applied R&D. Mica is a Certified Professional Contracts Manager (CPCM). She currently serves as the Contractual Team Lead for the Innovative Prototypes division, including the multi-million dollar Department of Defense Ordnance Technology Consortium (DOTC) program and the Vertical Lift Consortium (VLC). The DOTC is an integration of Government, Industry, and Academia into a single enterprise executing joint and co-funded initiatives; sharing and developing goals and objectives, resources and assets; and utilizing existing personnel, facilities and equipment. The Industry and Academia arm of the DOTC is the National Armaments Consortium (NAC), a consortium of over 300 companies and academic institutions brought together to enhance warfighter lethality and survivability by leveraging the nation’s industrial and academia research and development bases to advance and expand our military technological superiority. VLC is a, rotorcraft industry consortium whose mission is to work collaboratively with the U.S. Government to develop and transition innovative vertical lift technologies to rapidly and affordably meet warfighter needs. In additional to these duties, Mica is the contractual lead for the National Spectrum Consortium (NSC) for which SCRA Applied R&D serves and the Consortium Management Firm. The NSC mission is to execute R&D, prototyping, and piloting initiatives using innovative contracting methodologies that leverage both governmental and consortia technological, financial, and human resources to coordinate and broaden the access to, and maximize the military and commercial value of the existing electromagnetic spectrum. As the Contractual Team Lead for these efforts, Mica is responsible for overseeing all solicitation development, cost proposal analysis, proposal preparation and contracting under these programs. Her responsibilities include: preparing, administering, negotiating and monitoring various types of contracts; pre-award and post award activities in support of SCRA/SCRA Applied R&D programs; the preparing of SCRA/SCRA Applied R&D cost proposals; monitoring contract budgets; and preparation of closeout documents. Mica actively participates in the training of new employees including mentoring new Contract and Procurement staff members. She is also a supervisor. Mica has a Masters Degree in Business Administration from the Citadel and has a Bachelor of Science in Finance and Human Resources Management with a minor in French from the University of South Carolina.
