PRESS RELEASE 26th of May Astana The DBK changes the approaches to raising funds and lending of its customers JSC «Development Bank of Kazakhstan» (Subsidiary Company of JSC «National Managing Holding «Baiterek») optimizes credit procedures and takes measures in order to become the best bank in the country for long-term financing in tenge. Development Bank of Kazakhstan (hereinafter – the Bank, the DBK) has fostered its efforts to optimization of lending procedures for the purposes of more effective work with the borrowers. Thus, from the beginning of the year, the duration of consideration of loan applications was reduced to 40%, the number of documents required for consideration reduced from 12 to 8. There were made amendments to the Law «On Development Bank of Kazakhstan», which allow using funds of the charter capital for lending of investment projects. The rate of a loan portfolio in the Bank’s assets increased up to 40% as at 1st of March this year – from 32% as at 1st of January 2013. «For us, the Management of the DBK, the key point in the work is the question, if the funds at the Bank’s accounts are effectively used. this means, that the equity, available at the Bank should be used in lending to the maximum, the loan portfolio of the Bank must acvtively grow due to sustainable projects», - marked the Acting Chairman of the Board of the DBK Askar Dostiyarov. Therewith, an important role in raising the effectiveness of managing the assets was played by the Support Program for Industrial and Innovation Development of the Republic of Kazakhstan through financing of the second-tier banks (the Program). Implementation of the Program allowed the bank acting through the STB to participate in lending of projects, which cost less than USD $30 million, thus covering the need of the entities in borrowed funds, which the banks, in virtue of the limited access to long term liquidity are not able to provide in full scale. Under the Program, the DBK allocated 45 billion tenge to six commercial banks. More than 27 projects in such branches as machine building, metallurgy, chemistry and oil chemistry, food industry etc. are at the stage of approval and partially financed, to the total amount exceeding 38 billion tenge. The transaction with «Investment Fund of Kazakhstan» allowed reducing the share of unemployed assets in the loan portfolio of the Bank up to 12,5% as at 31st of December 2013 from 41,9 % of the previous year, and to restore a number of productions in full scale. However, all abovementioned steps are pale in comparison with what is the Bank going to do. In strategic plan the DBK is planning to change critically the accents in borrowing of funds and lending of its customers. «We should take in account the evident fact – the growing need of the economy in long-term loans in tenge. The entities, which have no income in foreign currency, should have an opportunity to be financed in tenge. And our task, as a financial development institute, is to find for this purpose “long” money in the national currency», specified the Acting Chairman of the Board of the DBK Askar Dostiyarov. "Development Bank of Kazakhstan" (DBK) JSC -is National Institute of Development for modernization and development of non-commodity and infrastructure sectors of the economy of Kazakhstan, established in 2001. Main branches of activity are the development of industrial infrastructure and manufacturing, promoting and attracting foreign and domestic investment in the economy. DBK acts as one of the largest operators of investment state program of forced industrial-innovative development (PAIID). DBK is integral part of "National Holding " Baiterek" JSC. Holding was established in accordance with the Decree of the President of the Republic of Kazakhstan dated May 22, 2013 to promote the development and diversification of the economy, attract investment, develop clusters and improve corporate governance. For the authorized capital of the Holding there were transferred 10 shares of development institutions : "Development Bank of Kazakhstan" JSC, “Kazakhstan Investment Fund” JSC , "Zhilstroysberbank Kazakhstan " JSC, "KazExportGarant" JSC, "Entrepreneurship Development Fund "Damu" JSC, "National Agency for technological Development" JSC, “Kazyna Capital Management” JSC, "Distressed Assets Fund" JSC, "Kazakhstan mortgage Guarantee Fund" JSC and "Kazakhstan Mortgage Company" JSC.
