Purpose of Report
Following the Service Delivery Committee meeting on 13 February 2013, various utilities
matters were raised requiring comment from the Water Services Manager. This report
informs the Committee of actions to date on these matters.

Background
Whangapoua Stormwater Issue
The issue is as follows; there is an undeveloped property in Whangapoua that has a
stormwater easement running perpendicular through the property at close to the middle of
the property.
There has been an open stormwater drain for many years that runs through the property on
a diagonal line following the natural fall of the land. This open drain is not within the formal
easement. The issue was raised by the Mercury Bay Field Representative in 2012 as a
concern around maintenance of the open drain. The drain did not appear to have been
maintained for many years, so to avoid creating flow issues upstream, a decision was made
by the Field Representative that Council would clear the drain. Due to the property owner
not being happy to allow Council to clear the drain, the Water Services Engineers and the
Water Services Manager became involved in the matter.
A meeting was held with the customer who explained that he was considering a subdivision
and development of his property. It was agreed that Council would investigate addressing
the issue in conjunction with the property owner at the time of subdivision and development.
Ohuka Park Water Scheme
Information regarding costs for the Ohuka Park residents to connect to the Whitianga water
supply has been provided to their representatives. The group are considering the
information provided and will contact Council with any further queries. There are 70
properties with the cost per property at approximately $4,700.
Whitianga Water Reservoir
Network modelling work is required to quantify the impact of the reservoir level error.
The peak period logging work required to be undertaken has been completed. This
information is currently being used to calibrate the hydraulic model of the system. Once this
work has been completed, the impact can be quantified financially and discussions can
recommence with the other parties.
Cooks Beach Wastewater Scheme
This work is underway with inputs required from the Rating and Information Database, the
Geographical Information System and the network reticulation layout. Records were

previously held regarding this scheme by the Mercury Bay Area Office and these have been
requested to enable a comparison to be made between the results of the exercise above.
Wharekaho Wastewater System
This estimation work is currently underway and will be presented to the Service Delivery
Committee at their 8 May 2013 meeting.
Brophy's Beach Wastewater Line
Investigative work has been undertaken. To keep the project within existing renewals
budgets, the works are being staged across the 2012/13 and 2013/14 financial years with
works due for completion prior to Christmas 2013.
