1. BACKGROUND INFORMATION
1.1 Beneficiary country

1.2 Contracting Authority

government of the Republic of Moldova
2. OBJECTIVE, PURPOSE & EXPECTED RESULTS
2.1 Overall objective
The overall objective of the project of which this contract will be a part is as follows:
 To accompany the “Support to the Implementation of the DCFTA Process in Moldova”
Budget Support Sector Reform Contract (BS SRC).
The proposed project: “TA to Support to the Implementation of the DCFTA Process in
Moldova Sector Reform Contract”, comes to support the efforts of the Government of
Moldova (GoM) to progress in some of the crucial areas foreseen by the DCFTA chapter of
Association Agreement, which are linked with the improvement of public governance and
economic recovery and growth, i.e.:
1) Quality infrastructure,
2) Market surveillance,
3) Internal and external markets and
4) Competitiveness awareness in a AA/DCFTA context.
4.2 Specific work
The project will have the following three phases:

Inception Phase (1 months) to be used to carry out all project planning activities

Implementation Phase (20 months) to be used to implement all the activities planned

Concluding Phase (3 months) to be used to wind up project activities executed
The project will have the following three main components:
Component 1: Capacity-Building and Institutional-Strengthening in the field of Quality
Infrastructure
Component 2: Capacity-Building and Institutional-Strengthening in the field of Market
Surveillance
Component 3: Capacity-Building and Institutional-Strengthening in the field of developing
and diversifying Moldova’s internal and external market conditions and
opportunities
Component 4: Support to the execution of a Competitiveness Awareness Programme in
AA/DCFTA Context
Component 5: Additional Project Activities.
5.
LOGISTICS AND TIMING
5.1 Location
The project’s operational base will be Chisinau though the project will operate throughout the
whole territory of the Republic of Moldova.
5.2 Start date & period of implementation
The intended start date is August 2015 and the period of implementation of the contract will
be 24 months from this date.
Key expert 1: Team Leader (minimum 440 working days)
Qualifications and skills:

University degree (where a university degree has been awarded on completion of four
(4) years study in a university) or, in the absence of the required academic degree, six
(6) years of professional experience in the fields of Economics or related fields of
equivalent scope, on top of the years of experience described under General
professional experience

Excellent managerial, administrative and analytical skills;

Excellent English, both written and spoken;

Working knowledge of Romanian and/or Russian language will be considered an
advantage.
General Experience:

At least fifteen (15) years of general experience in the fields relevant to this contract;

At least five (5) years of professional experience working with central and/or local
state bodies and governmental administrations dealing with economic and/or trade
development.
Specific Professional Experience:

Proven experience as a team leader in at least three (3) technical assistance projects of
more than twelve (12) months duration, including at least two (2) of them with project
budgets of at least 2 million EUR;

At least five (5) years of project implementation experience in ENI and/or IPA and/or
Central Asia countries and/or Russia;

Experience as main advisor and/or consultant providing policy advice to Central
Public Administrations in the area of budget support;

Proven experience of at least ten (10) years in at least two (2) of the components listed
under section 4.2. ;
Key expert 2: Quality Infrastructure Expert (minimum 250 working days)
Qualifications and skills:

University degree (where a university degree has been awarded on completion of four
(4) years study in a university) or, in the absence of the required academic degree, six
(6) years of professional experience in the fields of Metrology, Standardization,
Testing and Quality management (MSTQ) or associated fields of equivalent scope, on
top of the years and experience as described under General professional experience

Excellent English, both written and spoken;

Working knowledge of Romanian and/or Russian language will be considered an
advantage.
General Experience:

At least ten (10) years of general experience in the fields relevant to this contract;

At least three (3) years of professional experience working with central or local bodies
dealing with quality infrastructure.
Specific Professional Experience:

Proven experience as capacity-building and institutional-strengthening expert in at
least three (3) technical assistance projects including at least one assignment involving
more than twelve (12) months of expert input during the duration of the project;

At least three (3) years working experience in ENI and/or IPA and/or Central Asia
countries and/or Russia;

Experience as trainer, advisor and/or consultant providing capacity building and
institutional-strengthening support to quality infrastructure-related institutions and
organisations (min. 3 years).
Key expert 3: Market Surveillance Expert (minimum 250 working days)
Qualifications and skills:

University degree (where a university degree has been awarded on completion of four
(4) years study in a university) or, in the absence of the required academic degree, six
(6) years of professional experience in the fields of MSTQ or associated fields of
equivalent scope, on top of the years and experience described under General
professional experience

Excellent English, both written and spoken;

Working knowledge of Romanian/Russian language will be considered as advantage.
General Experience:

At least ten (10) years of general experience in the fields related to this contract;

At least five (5) years of professional experience working with central or local bodies
dealing with market surveillance.
Specific Professional Experience:

Proven experience as capacity-building and institutional-strengthening expert in at
least three (3) technical assistance projects including at least one assignment involving
more than twelve (12) months of expert input during the duration of the project;

At least three (3) years working experience in ENI and/or IPA and/or Central Asia



Key expert 4: SME and Export and Investment Development Expert (minimum 250
working days)
Qualifications and skills:

University degree (where a university degree has been awarded on completion of four
(4) years study in a university) or, in the absence of the required academic degree, six
(6) years of professional experience in the fields of Economics or associated fields of
equivalent scope, on top of the years and experience as described under General
professional experience

Excellent English, both written and spoken;

Working knowledge of Romanian/Russian language will be considered as advantage.
General Experience:

At least ten (10) years of general experience;

At least five (5) years of professional experience working with central or local bodies
dealing with SME development and/or export and investment promotion.
Specific Professional Experience:

Proven experience as capacity-building and institutional-strengthening expert in at
least three (3) technical assistance projects including at least one assignment involving
more than twelve (12) months of expert input during the duration of the project;

At least three (3) years working experience in transition countries (Eastern European
countries would be an advantage);

At least three years of experience as trainer, advisor and/or consultant providing
capacity building and institutional strengthening support to SME development and/or
Export and Investment-related institutions and organisations.
All experts must be independent and free from conflicts of interest in the responsibilities they
take on.
6.1.2 Non key experts
The profiles of the non-key experts for this contract are as follows:
Senior non- key experts shall have:

a university degree in an appropriate discipline (or equivalent 9 years of relevant
experience)

Excellent English, both written and spoken

Excellent writing and analytical skills

at least eight (8) years of international experience in his/her area of expertise

knowledge of Romanian and/or Russian would be considered an important asset.
Junior non-key experts shall be mainly experts that work under guidance of key experts and
senior short-term experts. The junior short term experts will have:

a university degree in an appropriate discipline (or equivalent 5 years of relevant
experience)

Excellent English, both written and spoken

excellent writing skills

knowledge of Romanian and/or Russian would be considered an important asset;

at least five (3) years of experience in the required area of expertise
Indicative minimum inputs for Senior Non-key Expertise (SNKE) is set at 550 working days
and for Junior Non-key Expertise (JNKE) at a 1 200 working days.
The following expertise will be needed (but not limited to):

Quality Infrastructure (equipment needs’ analyses, private sector certification and
conformity services, MSTQ,…);

Market Surveillance (harmonisation of legislation, enforcement issues, equipment
needs’ analyses, risk management analysis-based control procedures,…);

SME development (business support infrastructure including business incubators,
business development services, access to finance, SME training programmes,…);

Export and Investment Promotion (export training and coaching programmes, export
and investment promotion strategies, export development plans, export promotion
events, in-country FDI visits by potential investors,..);

Monitoring and evaluation (M&E) systems at BS SRC level;

Visibility and Communication.
CVs for non-key experts should not be submitted in the tender but the tenderer will have to
demonstrate in their offer that they have access to experts with the required profiles.
