The Government of Rwanda wishes to develop a sustainable bulk
water source for the capital city, Kigali.
A proposed new water treatment plant (WTP) is recommended to
augment potable water supplies to the capital city of Rwanda,
Kigali. The proposed scheme is designed to be a 40,000m3/day
groundwater scheme, extracting groundwater from the south bank
of the Nyabarongo River and then supplying the water north to
Kigali. This scheme comprises a wellfield, WTP and associated
forwarding infrastructure to convey the water to new storage
reservoirs.
The project is being implemented in two phases. In Phase 1, Mott
MacDonald conducted a detailed Technical Due Diligence exercise
to assess the feasibility of the proposed Project and inform the
preparation of a Strategic Options Report (SOR) in Phase 2.
Phase 2 takes forward the structuring of the Project based on the
site selected following the Phase 1 due diligence work, and Mott
MacDonald is supporting the IFC with consultations with prequalified bidders, preparing tender documents, preparing
responses to bidders’ queries and issuing bid bulletins.
Undertaking the feasibility study and due diligence activities in
Phase 1, including detailed financial and technical assessment

(including environmental and social scoping) of the Project; in
Phase 2, support to IFC in developing the PPP requirements of the
project, including the drafting of all the necessary contractual
agreements, marketing materials, and bid tender documents and
