 Financing tax cuts, improving education, and extending Medicare to cover prescription drugs for senior

3. What was the significance of September 11, 2001?
 The terrorist attacks unified Americans. They felt vulnerable yet determined to remain strong. The
attacks also changed how Americans view acts of terrorism, at home and abroad.
4. How did Bush combat terrorism?
 Bush declared war on terrorism. He sent American forces into Afghanistan to strike terrorist bases and
Taliban strongholds. He also worked to improve national security on the home front by establishing the
Department of Homeland Security and working to pass the Patriot Act.
5. What challenges did Bush face in his second term?
 Many people disapproved of his approach to Iraq. The federal deficit grew larger, and, following
Hurricane Katrina, the federal government was criticized for a slow or insufficient response.
