Property Selection of a Snow Disposal Site
for the City of Belleville
Objectives of this Study
1. To find suitable City of Belleville properties to use for a
permanent snow disposal site.
2. To screen City owned properties using provincial guidelines and
other factors to identify a potentially suitable site(s).
Snow Disposal Sites
•
Provide a location for the storage of snow cleared from City of
Belleville roads until melting.
•
Promote collection and control of paper, plastics, gravel, sand,
organics, etc. that may be picked up during snow clearing.
•
Promote reduction or elimination of salt, soils, sand, gravel,
heavy metals, etc. from entering watercourses with melting
runoff.
Study Methodology
1. Reviewed regulations for siting and design of Snow Disposal Sites.
2. Obtained Preferred Site Characteristics for a snow disposal site from the City of Belleville staff.
3. Produced a list of all available properties (267) based on data supplied by the City of Belleville.
4. Extracted properties satisfying minimum site area requirements (2.02 hectares) from the list.
5. Screened suitably sized properties using Primary Factors (accessibility, proximity to water,
distance to nearest residence and current land use).
6. Further screened properties meeting the Primary Factors using Secondary Factors (proximity to
wetlands, surficial geology and existence of landfill), to generate a list of potential candidate
sites.
7. Applied numerical ranking to potential candidate sites, to rank from least to most suitable for
snow disposal use.
8. Consulted with the Ministry of Environment and Climate Change, Quinte Regional Conservation
Authority and City of Belleville Technical Staff on potential candidate sites.
9. Performed additional screening and ranking of specific areas within the identified candidate
sites, to rank from least to most suitable for snow disposal use.
Guidelines for Governing Snow Disposal Sites

Fundamental Requirements for Snow Disposal Sites:
They must be accessible
They must be large enough to contain the projected maximum snow load that might be
deposited there in any one season
They must be close enough to the district where the snow is collected to be economically
practical

All snow disposal sites should be evaluated by the Ministry of the Environment and
Climate Change.

Preferred Site Characteristics for a Snow Disposal Site
The following requirements were supplied to exp by the City staff:
• The property should be City owned to reduce costs
• The location should be environmentally friendly (noise, water, etc.)
• The site area should be 2.02 to 4.05 hectares (5 to 10 acres)
• The site should be in close proximity to the City main centre
• The site should accommodate 200,000 cubic meters (estimated quantity of snow to
be stored in a season)
• The site should be suitable for vehicle turning

The following factors were used to conduct an initial screening of suitably sized
properties (2.02 hectares minimum):

Proximity to surface water (i.e. rivers, lakes, creeks, etc.)
Distance to nearest residential or other sensitive land use
