INTRODUCTION
Public Health England provides strategic leadership and vision for protecting and
improving the nation’s health. Its ambition is to lead nationally, and enable locally, a
transformation in the health expectations of all people in England, regardless of where
they live and the circumstance of their birth. It will achieve this through the application of
research, knowledge and skills. PHE is an executive agency of the Department of Health.
It is a distinct delivery organisation with operational autonomy to advise and support
government, local authorities and the NHS in a professionally independent manner.
Specialist Microbiology Network
The Regional Microbiology Network (RMN) was established as a separate Division of
PHE in April 2006. The Regional Microbiology Network is composed of eight Regional
Microbiology Laboratories and the Primary Care Unit. In addition, thirty seven hospital
microbiology laboratories participate as PHE Collaborating Laboratories. Together, these
Laboratories provide frontline diagnostic and public health microbiology services to NHS
Trusts and PHE Health Protection Units.
The Primary Care Unit is a small unit based in Gloucester that undertakes research and
produces guidance to improve primary care clinicians’ management of infectious disease
and promote better use of microbiology laboratory services. The Unit also works with
general practices, nursing homes, universities, schools and the public to raise awareness
of antibiotic resistance, respiratory and hand hygiene, chlamydia and other infections.
JOB SUMMARY
e-Bug is a website aimed at teachers and young people across Europe and beyond.
It aims to improve knowledge about microbes, antibiotic resistance and vaccines and
reduce antibiotic resistance by reducing spread of infections, improving vaccine
uptake and improving understanding of antibiotic use and resistance. The website
hosts activities to use in schools and also by students outside the school environment.
The postholder is to take responsibility for the continuous delivery, technical
development and support of the e-Bug Content Management System and Flash
websites in multiple languages.
They will also be responsible for delivering support, training and project
documentation for all website users and EU partners.
In addition they will contribute to research of web-related technologies for the
development of the e-Bug and PHE websites, and will provide support and guidance
to users in applications and other technical developments
Over the next year the website will be updated from Flash to HTML and the postholder
will be pivotal in this transfer.

MAIN DUTIES AND RESPONSIBILITIES
1. Provide technical support for both troubleshooting and enhancement of the eBug content management system and Flash websites. Conduct research and
development on the websites and provide advice/assurance to the Information
Systems Department, Online Services and e-Bug stakeholders.
2. Produce templates & CSS based on the existing site and ensure integration
with the CMS and databases.
3. Responsible for fault handling of the bespoke .NET CMS application and
databases. Monitoring CMS performance and capacity usage and developing
technical strategies to improve the service. To ensure the publishing
mechanisms for the website are functioning appropriately.
4. To produce and maintain user documentation for e-Bug websites and
undertake training for authors and editors across Europe.
5. To support users via phone, email, meetings and face-to-face in solving
technical, publishing and all other issues.
6. Technical development of the Content Management System, Flash sites and
other bespoke applications that will interface with the CMS. This will involve
designing, implementing and documenting software components including
ASP.NET, VB.NET and SQL Server 2005.
7. Technical development of the site using advanced HTML 5, CSS and
JavaScript.
8. Responsible for installations and to provide advice and guidance on the CMS
infrastructure, SQL database back-up/restore and the web application
environment. Maintain up-to-date documentation on the technical configuration,
patch/upgrades and fault resolution to the CMS and associated utilities.
9. Gather technical requirements, scope and evaluate any further requirements
which may be identified over the duration of the project.
10. Responsible for testing all online developments including technical,
accessibility, usability and user acceptance testing.
11. Continually updating and enhancing own relevant knowledge and skill set by
means of reading, software experimentation, attendance at courses and
lectures, and consultation with colleagues in other departments.
