ABOUT SARA: In 1917, the voters of Texas, recognizing the necessity of developing and conserving the State’s water resources passed a Constitutional amendment allowing the Legislature to create special purpose political subdivisions of the State to serve regional areas, generally coincidental with river basins and to be generally known as river authorities. SARA, created in 1937, is one of many such active river authorities in the State of Texas. Its jurisdiction covers 3,658 square miles—all of Bexar, Wilson, Karnes and Goliad Counties. A 12-member Board of Directors governs SARA. Six directors are elected from Bexar County and two are elected from each of the three other counties with each elected member serving six years. Policies established by the Board are executed by the management organization under the direction of a General Manager appointed by the Board. PURPOSE STATEMENT: The State of Texas has empowered the San Antonio River Authority (SARA) to preserve, protect and manage the resources and environment of the San Antonio River and its tributaries. Our district spans Bexar, Goliad, Karnes and Wilson counties, yet our concern for the quality and quantity of water extends our focus beyond these boundaries, as factors outside the district contribute to the health and well-being of the river and our communities. Sunset Strip, Suite #103 Kenedy, TX 78119-2721 [email protected] SARA Contact Yliana Flores San Antonio River Authority [email protected] (210) 302-3228 Cost Share Assistance Program: Implementing Conservation Practices ABOUT THIS PROGRAM COST SHARE ASSISTANCE INCENTIVE COST SHARE ASSISTANCE APPLICATION The San Antonio River Authority (SARA) is sponsoring an agriculturally focused community assistance program aimed to encourage water quality and conservation education workshops, provide landowner technical assistance, and offer additional cost share assistance for the implementation of conservation practices. Who Is Eligible You must complete all the information below to qualify to assistance. Please attach your Certified 1245 payment application in order to be eligible to receive funding. Your information will remain private. SARA will work with Natural Resources Conservation Service (NRCS) and the Alamo Area SWCD to identify landowners-contractors who have installed conservation practices accepted by a primary cost share agency (NRCS, SWCD) on and after July 1, 2015 to June 30, 2016. SARA has teamed up with the Soil and Water Conservation Districts (SWCDs) in Bexar, Wilson, Karnes, and Goliad counties through an interlocal agreement and an associated annual work plan to apply community assistance funds for conservation activities. A portion of the funding provided has been set aside for cost share assistance for the implementation of conservation practices that address water quality, water quantity, and plant condition. SARA is implementing this community assistance program to assist interested rural landowners in implementing water quality best management conservation practices that will help improve water quality. Phone Number (With area code): Application Process This one–page application must be returned to the applicant’s Soil and Water Conservation District along with a Certified 1245 payment application to be eligible for cost-share assistance. The SARA cost share assistance is available on a first come first serve basis and limited to the amount budgeted by SARA’s Board of Directors. Conservation practices must have been installed by landowner-contractor and accepted by primary cost-share agency (NRCS, TSSWCB) by June 30, 2016. Water quality, water quantity and plant condition conservation practices installed on or after July 1, 2015 are eligible for SARA cost share assistance pending funds remain available. Once an application has been returned to the Soil and Water Conservation District, the application will be sent to the San Antonio River Authority for review. The reimbursement will be sent back to the Soil and Water Conservation District, where funds will be distributed.
