Youth unemployment and NEETs
in EU
• Lowest youth unemployment rates in August 2013 were observed
in Germany (7.7 %) and Austria (8.6 %), and the highest in
Greece (61.5 % in June 2013), Spain (56.0 %).
• In 2012, 13.4% of all EU citizens aged 15-24 fell into the NEET
category (some 14 million young).
• The national NEET rates vary from 5.5 % in the Netherlands to
22,7 % in Italy.
• The economic cost of not integrating NEETs is estimated at over
€150 billion, or 1.2% of GDP, in 2011 figures.

The Council recommendation on
establishing Youth Guarantee
 The Council gave recommendation on establishing a Youth Guarantee
in April 2013.
 The recommendation: All young people under the age of 25 who lose
their job or do not find work after leaving education quickly receive a
good-quality offer of employment, continued education, an
apprenticeship or a traineeship. They should receive such an offer
within four months of becoming unemployed or leaving formal
education.
 The recommendation is not legally binding but it reflects a strong
political commitment by the member states.

Which kind of Youth Guarantee
schemes exist?
•
Finland has a comprehensive YG model with Education Guarantee and Skills
Program for Young Adults
•
In Denmark All young people up to the age of 30 are guaranteed an offer to
participate in guidance and upgrading of skills and qualifications, practical work
training in enterprises or subsidised employment depending on the individual
needs within 13 weeks of registration with the PES.
•
In Germany young jobseekers have a right to receive work or an internship offer
when they register as jobseekers. The offer should be made within 20 days from
the registeration.
•
In Austria, an offer of apprenticeship training is made to those aged 15-19 within
4 months of registration. Those aged 20-25 are offered training or an
employment opportunity within 6 six months
•
In Poland, PES offices should make young people a relevant offer of work or
training within six months

Youth Guarantee Implementation
Plan
•
Following the Commission Communication "Working together for Europe’s
young people – A call to action on youth unemployment" and the related
European Council conclusions in June 2013, Member States with regions
experiencing youth unemployment rates above 25% should submit a Youth
Guarantee Implementation Plan (YGIP) by December 2013, and during 2014
for the other Member States.
•
The YGIP should outline how the Youth Guarantee will be implemented at
national level.
•
Some countries such as Poland, Chezk Republic, Slovenia have submitted
their initial plans.

European Council supporting member states
in implementing YG –
Youth Employment Initiative
• The Youth Employment Initiative will support young people not in
education, employment or training (NEET) in the Union's regions with a
youth unemployment rate in 2012 at above 25%.
• The funds (€6 billion) will be available for EU countries to finance
measures to implement the Youth Guarantee recommendations agreed
by the EU's Council of Employment and Social Affairs Ministers.
• The Youth Employment Initiative will be complementary to other projects
undertaken at national level, including those with European Social Fund
support, with a view to setting up or implementing the youth guarantee
schemes, such as reforming the relevant institutions and services.
