CLYDE GATEWAY URBAN REGENERATION COMPANY PROJECT MANAGERS – INFORMATION & JOB DESCRIPTION Background The Clyde Gateway Urban Regeneration Company (URC) was established in December 2007. It is a partnership between Glasgow City Council, South Lanarkshire Council, Scottish Enterprise and the Scottish Government. Over the next two decades, the URC will be charged with leading the way on achieving unparalleled social, economic and physical change to an area comprising over 2,000 acres in Glasgow East End and South Lanarkshire. Dr Robert Crawford has been appointed as Chair of the board and the search is underway for the appointment of a Chief Executive to lead a project team. The URC has offices in Bridgeton Cross, Glasgow. The Scottish Government has announced a £62m funding allocation for the URC over the period 2007/08 to 2011/12. Additional funding and land transfers from the partners are anticipated to increase the operational budget of the company in line with the agreed 3 year rolling operational plan. The delivery role of Clyde Gateway URC will include large scale development activities within the project area and involve transactions between the public and private sectors. The range of activities the URC will undertake include the following; a. b. c. d. e. f. g. Preparing development plans and securing approvals; Assembly of development land through option agreements, Joint Ventures, CPO and voluntary acquisitions; Developing development proposals for delivery through joint venture partners; Negotiation of development agreements; Delivering site remediation and servicing; Development marketing and promotion; Undertaking direct delivery where there is no economic alternative Role Summary The URC partners wish to appoint Project Managers to lead the development and delivery of projects in core URC areas in line with Clyde Gateways operational plan. The role is wide ranging, at a strategic level you will be actively involved in coordination of acquisition of land and property through to the development of design proposals and securing of consents. The role offers the opportunity to work with design teams, landowners and developers. At an operational level you will manage contracts such as demolition, ground works, remediation and site servicing ensuring sites are market ready for development. You will work with developers to ensure a high quality legacy for Clyde Gateway. At a detailed level the role will require high levels of project management expertise and flexibility to address project demands in delivery of aims.. Project Managers will assess project needs and ensure that project aims and objectives are achieved within agreed constraints of time, cost and quality and to maximise the potential benefit gained from the available resources and will require tenacity, persistence and diligence. Project Managers will ensure that the strategic goals of the URC are implemented either directly or by working with private sector developers. CLYDE GATEWAY - A DYNAMIC CITY LOCATION 1. To assist in the preparation of masterplans, design and development briefs, and feasibility studies. Appraise projects and assist in the preparation of Business Cases and Option Appraisals. 2. To manage the services of external professional design teams, consultants and contractors. Provide a professional interface between the URC and the design teams. 3. Work with design teams and consultants to identify key land and property acquisitions and, where required, work with internal and external property to coordinate acquisitions. 4. Evaluate design and specification solutions proposed by external consultants and contractors, exercise aesthetic and design judgement to ensure that project and URC requirements are being met. 5. Ensure compliance of all projects with Statutory Authority requirements Planning, Building Warrant and Listed Building consents, relevant environmental legislation, construction legislation, fire, health and safety, legal, best practice and insurance. 6. Ensure that the technical specification requirements of the Local Authorities and Statutory Authorities are embedded in all URC Projects by maintaining close communication and co-operation from feasibility to handover stages. 7. Prepare and record key project information. Ensure that project programmes and risk registers are maintained in line with best practice project governance. Prepare reports for URC programme and project management group, senior officers, outside bodies, and relevant stakeholders. Attend and actively contribute to all relevant project meetings and working groups. 8. Provide financial management of project budgets by controlling expenditure and commitments, providing accurate financial forecasts. 9. Contribute to the preparation of funding bids and project appraisals relating to URC Projects. Contribute to the preparation of funding allocation and grant applications and to administer and manage grants and funding. Prepare monitoring and update reports for outside agencies and bodies in relation to external funding. 10. Exercise project controls to minimise contract disputes and work effectively to ensure resolution. Assist as required in the preparation of case information relating to contract disputes 11. Assist the Community Engagement Group to communicate project objectives, options and progress.
