DRAFT Minutes from IEA Wind Task 34 Conference Call Facilitated by Karin Sinclair, Wind Task 34 Operating Agent September 4, 2013 Conference Call Attendees (in alphabetical order): 1. This summation table is critical as it will be used as a starting point for further discussion and development of the Wind Task 34 work packages. Each country commented on key themes as follows: Agreement with biological gaps listed Significant interest expressed in understanding regulatory issues including enforcement of regulation (does it outweigh economics?) Need to know exactly what stops development, e.g. endangered species Recommend emphasizing compensatory mitigation measures Recommend combining Impacts, Behavior and Population on the spreadsheet Recommend adding to the spreadsheet the mitigation hierarchy (avoid, mitigate, compensate) Important to understand the balance between minimization of climate impacts and protecting the environment Recommend ensuring we do not duplicate efforts (use State of Science report) Recommend an online database to catalogue what has been done around the world Recommend ensuring a holistic element – don’t just focus on one species – look at holistic approach at an ecosystem level Recommend collecting information on what we know from other power sources. Are we only focusing on wind, or is there overlap with other power sources? Recommend evaluating from a deployment point of view - 3 outcomes needed o state of knowledge of population and impacts o best practice for monitoring and mitigation o regulation (need to come up with recommendations) Suggest developing a “wish list” - Need to be aware of how to structure our end result to reach one goal Suggest we not just look at wildlife or humans but at landscapes as well Should ensure cooperation with other IEA Wind Tasks, such as Wind Task 28. Markus can ensure interconnection with Wind Task 28 as he is involved in this Task. Roel suggested there may be synergies between Task 34 and Task 26, such as life-cycle assessments. Both Sweden and US have members on Task 26, and we should ensure we try to take advantage of our connections to understand what is being done within Task 26 that could be beneficial for Task 34. 2. Identified host/location/date for in-person kick-off meeting Thank you to Roel May from the Norwegian Institute for Nature Research (NINA) for agreeing to host the in-person kick-off meeting in Trondheim, Norway on December 3-5, 2013. An email has been sent out encouraging other countries to participate in this foundational meeting. 3. Reviewed kick-off meeting agenda - A revised draft agenda will be sent in the November timeframe. 4. Participating countries were asked to identify other countries that should be approached to participate in Wind Task 34. An email has since been sent out listing who the participating and non-participating countries are and their identified ExCo member, who we have been advised to go through for Task participation. Participating countries are encouraged to peruse this list and determine who we should contact. If the person is not the ExCo member, please give the OA the contact information so that we can reach out to the ExCo member directly to help garner additional global interest in Wind Task 34. 5. A commitment letter is needed from all participating countries. A template letter has been distributed. If an example is needed, Germany volunteered to share their letter. 6. The website for IEA Wind Task 34 is now available, and can be found at http://www.ieawind.org/task_34.html. Please note that the Work Plans on the site are based on what was in the proposal approved by ExCo 71. We will focus on refining these during our kick-off meeting. Also, if the group is interested in developing a task-specific logo, we can discuss that during the kick-off meeting as well.
