Delivery Highlight Report

RECOMMENDATION
That the Members:

NOTE progress against the 2016/17 work programme.
PURPOSE
The purpose of the paper is to brief the Board on the Agency’s progress against the 2016/17
programme of work.
BACKGROUND
The Board approved a programme of work for the Agency in July 2016, which was endorsed by
AHMAC on 26 August 2016.
This Delivery Highlight Report provides a status update on the Agency’s progress against the
expanded programme of work – the initial AHMAC endorsed programme and the additional
priority areas.
SUMMARY OF ISSUES
Progress has been made against the work programme since the last report. Significant risks
exist against some of the priority areas, with some components now forecast for delivery in the
next financial year. This puts the overall programme at the status of ‘At Risk’. Full details are
provided in Attachment A.
FINANCIAL IMPLICATION
Projects that were initially planned for completion in 16/17 but now forecast to finish in FY
2017/18 largely relate to projects being delivered by third parties under contract (private
health providers and jurisdictions). The financial impact is that final milestone payments will be
paid in the next financial year. The savings this financial year will be carried forward as
committed funds into next financial year.
Many programmes do not have budgets or actuals reported. This is because the budgeting has
been lined up to the original AHMAC approved work programme and is reported to funders in
this way. The mapping of this view to the view presented in the attachment can only translate
to budgets in some instances. This will be resolved in 2017/18 because the AHMAC endorsed
work programme is in a view similar to the one at Attachment A and budgets mapped to it.

LEVEL OF RISK
Key priority areas are exposed to risk of third party delivery, in the case of established
contracts for connecting private hospitals to the My Health Record and public hospital
pathology uploads. At this stage, the majority of connections are on track to deliver by June.
Other areas carry stakeholder risks where industry is yet to agree to implementation;
particularly relating to private pathology labs.
Risk management plans are in place to manage these risks and protect programme delivery.
The impact of delays in jurisdictional projects is a delay in benefits realisation.
