1.1 Background of the Project
Sanghar District is one of the most affected areas declared by Govt. and UN agencies,
according to recently completed joint UN-Government Multi-Sectoral Needs Assessment
(MSNA), nearly 5 million people are in need of humanitarian assistance in Sindh and
Baluchistan provinces, while more than 740,000 people are still displaced following the
monsoon rains and floods of August 2011 (source PDMA/UNOCHA www.pakresponse.info )
The Multi Sector Need Assessment completed at the end of October indicates that 4.82
million people in Sindh and 332,000 in Baluchistan are affected – 25 per cent are women and
per cent are children. Six per cent of the households are headed by women, while 44 per cent
include vulnerable family members (people with disabilities, the elderly and chronically ill), a
disproportionately high percentage of which are also female-headed.
With 797,000 homes either destroyed or damaged, many of the estimated 1.2 million
returnees have returned to homes that either needs to be repaired or entirely rebuilt.
According to the MSNA, as of the end of October, water has receded from two-thirds of the
flooded-affected areas, leaving 34 per cent of initially flooded land still waterlogged.
Approximately 660,000 people in Sindh and more than 83,800 in Baluchistan are still
displaced. Seventy percent of the estimated crop yield was lost during the floods and
around 467,000 families reportedly lost livestock or had to sell it in distress.
Poor farmers borrow money from landlords with high interest rates for their regular agro
based activities and return loan on harvesting of crops, but unfortunately rain-flood 2011 have
destroyed their standing crops thus it become difficult for them to re-start activities without
external support. However season for main grain crop wheat is also passed without any
agricultural activities, thus it made these farmers more marginalized, however farmers wants
to grow Rice crop as soon as possible (early cropping) because the fear of rain-flood 2011 is
still in their mind and they want possible remedies against such disaster by having early
harvesting Rice crop.
There are two major crops to be cultivated in Kharif season Cotton and Rice, however each
farmer allocates 50 % of its land for Rice cropping (grain) Source LAMP TEAM SURVEY

LAMP PAKISTAN is actively working in relief phase in Sanghar District, so far with the
help of Misereor Germany LAMP has supported 1000 families for food, shelter and
NFI/Hyiegene kits. LAMP Pakistan in previous years has roots through agriculture activities
in the area, so need arise for supporting marginalized communities about agriculture inputs
and livestock assistance.
It has been reported that communities has started to sell out their available livestock, which
will be leading them towards more vulnerability. After different discussions at community
level and staff level, LAMP Pakistan would like to present needs of communities to Donors

marginalized families of District Sanghar.
Project Purpose
“To Restore the livelihood and enhance food security of farming families of District Sanghar, through
provision of agricultural inputs, capacity building and technical assistance.

1.6 Outcome/Impacts of the Project





Food security is increased
Targeted communities restoring their agriculture based livelihood
Dependency on external sources/loans from landlords is decreased for restoration of
agricultural activities
Land fertility is increased
Land erosion is decreased
1.7 Target Group

Farmers1 affected by rain-flood 2011, and own minimum of 1 acre land (either
share cropper or owner)
1.8 Monitoring and Internal Control System
 Quotations for all procurement, Bids summary, Copy of cross cheques/Demand Drafts.
 List of target villages and beneficiaries.
 Household data forms, Tokens/receipts and delivery notes.
 Field reports, Monitoring reports.
 Village map, village data forms.

For this particular project LAMP will ensure that during crop cultivation of rice
by beneficiaries, agriculture expert will monitor the progress of the crop at
different stages. In addition, expert will remain in close quarters with the
beneficiaries to provide them guidance when and as needed.
1.9 Stakeholder Analysis
List stakeholders of the project which may affect positively or negatively the project as well
as also elaborate on possible future role of the identified stakeholders in the proposed project?
Role of Community:
Community will be taking active part in decision making of selection of beneficiaries;
Communities will be responsible for land rehabilitation and crop cultivation as guided by
technical team. Communities will be responsible for security assurance to LAMP team during
all activities being implemented at their village.
Role of LAMP Pakistan
o Facilitate communities in formation of committees, selection of focal persons and
decision making process for selection of beneficiaries.
o Provide technical support communities in land rehabilitation.
o Provide seeds and fertilizers.
o Provide technical support to communities in basic crop management, seed banking,
and fodder storage.
o Coordinate with other actors working in the area, and also with Agriculture extension
dept, Sindh Agriculture University Tando Jam, Rice research stations.
o Monitoring and evaluation of ongoing activities.

Families whose main source of income is agriculture, whose land is fertile & favourable for
cultivation, willing to cultivate according to the recommendation of agriculture extension.
