WOOD INDUSTRY SKILLS DEVELOPMENT CENTRE (WISDEC)
In conformance with the needs of the timber industry, government through Malaysian Timber Industry Board
(MTIB) has established the Wood Industry Skills Development Center (WISDEC) to provide skills training and to
assist the development of value-added processing sector in Malaysia. WISDEC started its operation in 1998 and
located at the furniture complex in Olak Lempit, Banting Selangor and later established its second branch at Kota
Kinabalu Industrial Estate, Sabah in 2005
VISION AND MISSION
The vision, mission and objectives of WISDEC are mentioned below:

“To be the lead institution for training and technical advisory services on
downstream timber processing”
Mission
“To enhance the development of human resources in the timber industry, with particular emphasis on downstream
processing, for increased productivity and competitiveness”
WISDEC OBJECTIVES


 To provide an industry-oriented skills training;
To produce adequate skilled manpower for the wood-based industry;
 To expedite technology transfer through technical training;
To provide technical advisory services in furniture manufacturing; and
WISDEC runs an active technical training programme of courses on topics such as wood technology, furniture
production, timber processing, etc. These courses are usually conducted with the assistance of local industry as
well as foreign experts. Through such courses, WISDEC provides training opportunities to personnel to upgrade and
update their skill and knowledge so as to achieve higher productivity and product quality. WISDEC also responsible
for the technological transfer to the industry.
WISDEC is equipped with the following facilities:






Lecture rooms that can accommodate 100 trainees at any one time.
CAD/CAM training system.
Resource Centre with latest information on furniture production and technology development in form of
course & seminar notes, books, magazine, video tapes, slides etc.
Workshop with the woodworking machineries.
Comfortable accommodation for 40 trainees at any one time.
Transportation is provided from the place of accommodation to WISDEC.
The high quality technical and management training is packaged appropriately as may be required for different
categories of personnel including Chief Executives, Management staff, Machine Operators, Supervisors, Foremen,
Technicians, Carpenters, and other operatives in the wood-based industry. A participation fee covers training
materials, field trips, lunch and tea breaks but does not include accommodation.
TRAINING ACTIVITIES
Training activities at WISDEC are a direct response to the salient needs of Malaysia’s timber sector to enhance
performance in today’s highly competitive trade environment with its varied conditions. The categories of courses
designed to meet the needs more closely are:

SEMINARS, CONFERENCES AND WORKSHOPS
These activities address the needs of Malaysia’s timber sector, and cover broad areas such as technology transfer,
forestry development, and timber sector policy programmes (local/international), the environment and
developments within the industry.
SCHEDULED REGULAR SHORT-COURSES.
These are courses, which are of immense importance and common interest to all the wood processing mills in
Malaysia. Most of these courses have a high practical content and are held at WISDEC workshop. More courses are
in primary processing and down stream processing.
YOUTH TRAINING PROGRAMME
(TRAINING MODULE DEVELOPED BY MTIB)
• Professional Management Development Programme (PMD)
The scheme is a structured training programme which provides an excellent career opportunity to young executives
and fresh graduates, who are interested to pursue a career in wood-based industry.
• Certificate in Timber Processing and Finishing Technology (TPF)
A structured training programme which provides an excellent career opportunity to school leavers/ workers, who
are interested to pursue a career in wood based industry.
• Certificate in Furniture Design Making (FDM)
This course focuses on innovating and pushing the boundaries of design and use of materials, identity and
craftsmanship are intrinsic to the values of this course. The course also encourages students to develop a
professional approach to design and manufacture while nurturing their own distinctive styles of furniture.
COMPETENCY-BASED TRAINING
(WOOD-BASED INDUSTRY APPRENTICESHIP SCHEME –FURNITURE)
The scheme has been succeeded in creating a pool of skilled workers who could easily be integrated into the timber
industry particularly the furniture sector. The scheme enables employers registered with Pembangunan Sumber
Manusia Berhad (PSMB) to sponsor participants (apprentices) to be trained at WISDEC. The training, which covers
a duration of 16 months for level 1 and level 2, involves a combination of theoretical and practical training (On-thejob training and off-the-job-training).
CUSTOMISED TRAINING
To accommodate specific requests from the wood processing factories for training of personnel, WISDEC makes
special arrangements with companies who require some specific assistance and provide them with intensive
training in areas such as sawmilling, moulding, sawdoctoring and tooling, machining and kiln drying. The course
package is designed to suit the needs of the company concerned and it is held on the company’s own premises or
at WISDEC.
Under the WISDEC ‘Customised factory training’ scheme, where specific requests from wood processing factories
are accommodated, the Centre enters into a collaborative programme with organisations/institutions. Under this
programme, WISDEC plans and executes on behalf of institutions/organisations, programmes in technology
transfer and demonstration workshops as part of the Centre’s programme for especially micro and medium scale
enterprises. In all, since its establishment, over 500 companies have been given training in areas such as:
a. Production Planning and Control
b. Types of Production/Production Scheduling
c. Factory Design and Plant Layout
d. Material Management and Stock Control
e. Quality and Process Control
f. Work Study/Productivity Improvement etc.
COURSE PRESENTATION
A CORE of industry professional and experienced Trainers, Consultants and Associates run the courses using
practical demonstrations, lectures, discussions, role plays, case studies, Audio-visual aids (including videos) and
field trips. Other trainers are sourced from a worldwide network of experts in timber mills and specialized
management and business consulting agencies.
EXTENSION AND CONSULTANCY SERVICES
WISDEC meets the salient needs of the timber industry not only with training but extension and consultancy
services as well in Saw doctoring, Wood Processing, Furniture Production and Kiln Drying etc. In tandem with
addressing one of the challenges of ensuring sustainable forest utilization, WISDEC has been providing high quality
training, extension and consultancy services to facilitate capacity development in industry particularly for the
promotion of value-added products derived from downstream processing.
WISDEC has improved the skills especially those in the tertiary sector in order to maximise returns. The impact
could best be measured in terms of the qualitative changes that are manifested in the work ethics and
performance of participants of training courses. This consequently reflects in the degree of professionalism, output
and quality of the products emanating from the companies sponsoring them.
STAKEHOLDERS’ PATRONAGE
It is imperative for all stakeholders to patronise the services of the Centre since the human resources development
aspect is a critical requirement for capacity building of the industry. The WISDEC project is a manifestation of the
commitment to the development of the timber industry as human capital upgrading had been the missing link in
the timber development equation. It is this Centre which has been smoothening the path to propel industry into
downstream production to meet future challenges.
Much as WISDEC has been adapting to changing trends, it continues to provide Malaysia’s timber industry and
trade with specialised services to foster modernisation, facilitate greater value addition and promote greater skills
development for far more efficient capacity utilisation on a sustainable basis.
With this training, WISDEC is the Centre of Excellence for the timber industry and trade giving credence to the
importance attached to skills development as a pre-requisite for industry development. Industry thus testifies to
the relevance of WISDEC to its aspirations and a key to its long-term survival and sustenance.
DEVELOPMENT OF WISDEC OPERATIONAL PLAN (OP)
The purpose of developing and implementing an Operational Plan (OP) for WITC is to improve the productivity and
profitability of the Centre by appropriate planning of all its activities. This is to enable the WISDEC operate on a
sound commercial basis. WISDEC also intends installing an appropriate machinery for processing branches and
small diameter logs as a demonstration to the timber milling companies who will eventually be expected to adopt
the technology for their own use as a strategy for managing logging residues. The WISDEC has an objective of
being at the forefront (top) of technology currently being employed in the wood industry in Malaysia. This means
the WISDEC has to build enough capacity in technology identification and selection in the areas below:

Identify and select the level of technology that suits the skills of the workforce in the wood industry and the
extent to which the equipment/machines can be maintained locally in the long to medium term at
affordable costs.

Provide technology direction that is in combination with the skills of the workforce and supervisors to meet
the demand in quality and delivery of the clients (Buyers).
COLLABORATION
WISDEC is forging strong collaboration and linkages with other countries over the world in the area of Capacity
Building and Manpower Development. Among them are Japan, Taiwan, Germany, Italy etc.
STRATEGIC PARTNERSHIP (GOVERNMENT vs INDUSTRY)
In an attempt to satisfy the need to close the technological gap between it and industry, arrangements have
reached with a Strategic Partnership between government and industry namely WISDEC Advisory Committee
(WAC). Industry is assisting WISDEC in its programme of technology appreciation and development in terms of
machinery and equipment and technical and managerial training for the wood industry.
