delivery of the concordat will sign up to the Dementia Alliance
Action Plan for their agency. Some agencies such as GMP, GMW

Personality Disorder Multi-agency Development Service will
develop strong seamless links between mental health services
and the wider multi-agency system for the benefit of people
with Personality Disorder across Salford by undertaking a
liaison, training and awareness-raising function with key
stakeholders (i.e. Police, Probation, A&E, Housing, Drug and
Alcohol Services, Children’s Services etc.) and developing peer
networks and support for those with PD.

24/7 access to mental health professionals for police officers
dealing with persons with mental illness. Improved pathways
to provide better quality support and reduce unnecessary use
of Sec 136 power. Independent assessment and good
practice to be rolled out across GM.
24/7 access to mental health professionals for police officers
dealing with persons with mental illness. This is from all 4 MH
Trusts covering Greater Manchester.
Electronic Referral and Information Sharing System (ERISS)
has been adapted for use with patients who are known to
mental health services. This system alerts attending
Ambulance crews of care plans in place and appropriate
contact numbers for patients in crisis, which can reduce
Emergency Department attendances.
This system is available to all mental health care providers
following a registration process.
£3.73 Million has been secured from the Fire Transformation
Fund to recruit volunteers to assist agencies deal with low

level threats in relation to mental health issues and support
partner agencies to prevent and refer service users to
appropriate services. Pilot running in Wigan, Salford and
Manchester until April 2015 and then roll out across GM.

The skilling up of specific police frontline response officers in
mental health issues through the development of roles akin to
the Nightingale Officer role in GMP. The creation of ‘Crisis
Intervention Officers’ whose role it will be to take more of a
lead on mental health.
