Leveraged Equipment Program FY2017
Synopsis of Program:
Through legislative funding, Minnesota State Colleges and Universities is afforded an opportunity to offer the
Leveraged Equipment Program. This program allows the acquisition of state-of-the art equipment for
instructional programs that produce graduates with skills in high-demand occupations.

Office of Research and Sponsored Programs to explore further.
To be eligible to receive leveraged equipment state funding, applicants are required to leverage the state funding
by securing matching cash or in-kind contributions from non-state sources such as local businesses, vendors or
foundations. Additional program details are available through a Frequently Asked Questions, available at

Eligibility:
All St. Cloud State University divisions/departments are eligible to apply, and interdisciplinary proposals are
encouraged. Encumbrances and purchases with state funds as well as securing match can begin on July 1, 2016
and continue through June 30, 2017. The match must be secured (received, not only pledged) before leveraged
equipment funds can be spent.
Match Requirement:
State leveraged equipment funds must be matched dollar-for-dollar by cash or in-kind contributions from nonstate sources. MN State colleges and universities are encouraged to exceed the required match if possible. In the
past, colleges and universities have reported match two to three times greater than the required dollar for dollar
match, and this has helped to generate legislative support for this program. Match must be related to the
program equipment purchased with state funds.
a. Examples of eligibility for cash match funds include:
 Grant funds from non-profit, private or federal sources awarded to the university
 Cash donations made directly to the university or through its foundation
b. In-kind contributions are non-cash gifts that have a calculable cash value. Examples of in-kind match
include:
 The value of donated instructional equipment
 The value of donated materials, software, curriculum products and supplies for the equipment
 The value of donated training provided by industry experts on the new equipment to MnSCU faculty,
staff or students
 The value of donated labor and materials required to install the equipment
 The value of vendor discounts on equipment purchases. Eligible vendor discounts are defined as any
reduction in price below the standard educational discount.
c. The following sources may not be counted as match:
 Cash from state funds, including state appropriated funds
 Student paid tuition or fees
 Physical enhancements or updates to a facility, such as construction or modification of a science lab
Sustainability Plan:
Equipment acquisitions may require continuing support for operations, maintenance, warranty, etc. Outlining
sustainability needs in terms of cost, personnel time, supplies/materials, etc. is imperative to understand the
additional investment that will be required to support the equipment’s ongoing operations and maintenance.
Discuss sustainability needs/options with your department and dean/vice president to assist in defining a
sustainability plan for the proposed equipment acquisition.
Proposal Evaluation:
Proposals will be reviewed by St. Cloud State University Administration to evaluate:
- Impact of student experience
- Sustainability of the acquisition
- Alignment with SCSU’s strategic priorities
- Alignment with the Leverage Equipment synopsis, as defined by state legislation
Final funding decisions will be made by the Provost/Vice President Academic Affairs.
