Grade: B (SEO or HEO) Gambling and Lotteries Team
Salary range: £31,677 - £37,502
Location: Central London
ELIGIBILITY AND TERMS:
These roles are available for full-time, part-time or flexible working arrangements
(including job share arrangements).
All jobs in DCMS require CTC security clearance. Candidates invited to interview
will be asked to provide evidence of this if they already hold it, or will be asked to
bring photo identification with them so that clearances for the successful candidate
can be progressed quickly.

sport and leisure economies have the framework to grow and have real impact on
people’s lives. We create the conditions for growth by removing barriers, providing
strategic direction and supporting innovation and creativity. A key departmental
objective is to ensure the sectors we deal with are socially responsible.
We are looking to fill two vacancies in the Gambling and Lotteries Team. Gambling
and lotteries policy is a high-profile policy area, which attracts high levels of
ministerial, parliamentary and media scrutiny. The British gambling industry
contributed £10.3bn to the UK economy in 2015/16, from arcade, bingo, betting,
lotteries and casinos, with a significant and growing online dimension. Our aim is to
set a regulatory framework which balances growth with social responsibility.
Both roles will involve stakeholder management as well as the provision of clear,
accurate and sometimes urgent advice to the Secretary of State, Minister for Sport
and senior officials. Post holders will lead on a range of parliamentary issues
including drafting responses to parliamentary questions and preparing briefing for
ministerial debates.
The roles will include working closely with the Gambling Commission to support its
work and gain insights to help develop policy options. You will have the opportunity
to work flexibly and to contribute to unit and departmental awaydays.
Specific responsibilities are expected to be as follows:
Job Specifications
Senior Policy Advisor: Lotteries
The National Lottery generates around £1.6bn a year for arts, sports, heritage and
charity good cause projects across the UK. In addition, around 500 society lotteries
raise funds for a range of good causes from big charities to local sports clubs.
Working in the Lotteries team provides a unique opportunity to combine policy work
in relation to the sector with work to support the financial stewardship of the National
Lottery Distribution Fund, as well as engagement with the Gambling Commission
(the sector regulator) and private sector operators.
We are looking for a senior policy advisor to lead on key work strands across the
Lottery sector. In addition to National Lottery policy and distribution, current areas of
work for the team include:
● Working with Camelot and the Gambling Commission to ensure the continued
success of the National Lottery;
● Considering reforms to the society lottery sector;
● Finalising the Government’s position on banning betting on EuroMillions.
The postholder will be flexible and adaptable, and comfortable dealing with financial
and analytical data, in addition to showing strong communication and project
management skills.
Senior Policy Advisor: Gambling
Gambling is a fast-moving policy area and the post holders will need to be able to
provide concise and high quality briefing to Ministers at pace in order to allow
decisions to be taken quickly. We are looking for a senior policy advisor to lead on
key work strands across the arcade, bingo and betting sectors. Current areas of
work for the team include:
● Supporting the Band A lead on an ongoing review of gaming machines and
social responsibility issues;
● Working closely with the regulator – the Gambling Commission, an arm’s
length body of DCMS – to support its work and develop policy options on a
range of issues;
● Liaising with charities and other organisations delivering research, education
and treatment around the issue of gambling related harm.
The postholder will lead be flexible and adaptable in addition to showing strong
communication and project management skills.
Person Specification (applies to both roles)
You will be asked to supply evidence of meeting these competencies when you
apply:
● Making effective decisions: you will need to assess and draw conclusions
from a wide range of information, weighing up benefits and risks and the
need to ensure social responsibility as the industry grows.
● Collaborating and partnering: you will need to develop strong relationships
with a range of high profile and senior stakeholders and frequently work
with other teams and organisations to deliver DCMS priorities.
● Seeing the big picture: the stakeholder landscape includes other
Government departments, the Gambling Commission, lottery distribution
bodies, campaigning groups; private sector industry bodies, and Ofcom.
The National Lottery funds key DCMS policy areas including sport, the
arts, heritage and communities.
● Delivering at pace: you will need to show strong project management skills
with ability to meet tight deadlines.
