Detecting Cancer Early
NHS Boards have been set the target of 29% of patients with bowel, breast & lung cancer being diagnosed at the earliest stage during the 2 year period 2014 & 2015 (the target years). During the years
2013 & 2014 (the latest period for which published data are currently available, published by ISD 18 August 2015), 24.7% of patients resident within the NHS Highland area were diagnosed at this stage.
In light of this, it is likely that NHS Highland will not achieve the HEAT target associated with the DCE Programme.
Cancer Waiting Times
During 2015 NHS Highland consistently achieved the standard that 95% of patients with a cancer diagnosis should receive definitive treatment within 31 days from decision to treatment. However we
have struggled to achieve the delivery of treatment to 95% of patients referred with a suspicion of cancer within 62 days from receipt of urgent referral. This has been due to a combination of increased
referrals and long standing clinical vacancies that we have been unable to fill. The national performance for the same period was 96.4% for the 31 days target and 90.8% for the 62 days target.
Dementia Support
The national standard is to ensure that people newly diagnosed with dementia will have a minimum of 1 years post diagnosis support and to have a personal plan in place by the end of the support
period. This information is not available at Board level.
Treatment Time Guarantee
NHS Highland invested significant additional resource during 2016 to reduce the number of patients waiting over 12 weeks for treatment. We continue to work to improve this position. For the quarter
ending March 2016, 81% of patients treated had waited less than 12 weeks, against the national standard of 100%. The national performance for the same period was 92.7%.
18 weeks Referral to Treatment
In March 2016, 78.7% of patients in NHS Highland were treated within 18 weeks of the date they were referred. This compares with a national performance of 86.6% for the same period, against a
national standard of 90%. The average performance for NHS Highland for the financial year 2015/16 was 80%.
Outpatient Waiting Times
The national standard is that 95% of patients should receive their first outpatient appointment within 12 weeks of receipt of referral. On 31st March 2016, 36.1% of NHS Highland outpatients had been
waiting more than 12 weeks, compared with a national position of 12%.
Early Access to Antenatal Services
The national standard is that at least 80% of pregnant women should have an appointment for antenatal care by the 12 th week of gestation, in order to ensure improvements in breast feeding rates and
other important health behaviours. The latest published figures show that NHS Highland achieved 86.5%. The national performance for the same period was 82.3%.
IVF Waiting Times
During the quarter ending 31 March 2016, 100% of NHS Highland eligible patients referred for IVF treatment started their treatment within 12 months of referral. This is against a national standard of 90%
and national performance of 99.7% for the same period.
Child and Adolescent Mental Health Services
92.9% of patients treated by NHS Highland during January to March 2016 had not waited longer than 18 weeks from referral to specialist Child & Adolescent Mental Health Services. The national
standard is 90%. The national performance for the same period was 84.2%.
Please note that there are still data quality issues affecting the completeness of the NHS Highland reported performance.
Psychological Therapies Services
96.2% of patients treated by NHS Highland during January to March 2016 had not waited longer than 18 weeks from referral to start of psychological therapy based treatment. The national standard is
90%. The national performance for the same period was 82.8%.
Please note that there are still data quality issues affecting the completeness of the NHS Highland reported performance.
Clostridium Difficile Infection Rates
The national standard is that there should be no more than 0.32 cases per 1000 total occupied bed days for patients aged 15 and over. The reported performance for NHS Highland for 2015 was 0.39.
However, although the actual number of cases for 2015 is known the rate has had to be calculated based on the occupied beds in 2014 due to data quality issues during 2015. The national performance
for 2015 was 0.33 cases per 1000 total occupied bed days.
Staphylococcus Aureus Bacteraemia (including MRSA) Rates
The national standard is that there should be no more than 0.24 cases per 1000 acute occupied bed days. The reported performance for NHS Highland for 2015 was 0.24. However, although the actual
number of cases for 2015 is known, the rate has had to be calculated based on the acute occupied beds in 2014 due to data quality issues during 2015. The national performance for 2015 was 0.32
cases per 1000 acute occupied bed days.
Drug and Alcohol Treatment Waiting Times
For the period ending 31st March 2016, 77.4% of patients who started drug and alcohol treatment had waited no longer than 3 weeks from referral. This is below the national standard of 90%.
Alcohol Brief Interventions
The national standard is to sustain and embed alcohol brief interventions in 3 priority settings (primary care, A&E, and antenatal) and broaden delivery in other settings. In 2015/16, NHS Highland
delivered 5717 interventions against a standard set for the Board of 3688.
Smoking Cessation
NHS Highland had a target to achieve 352 successful quits at 12 weeks post quit (focusing particularly on those living in our most deprived areas) over the year ending March 2016. Final figures for
period ending March are not available at this time but figures to date are 361 successful 12 weeks quits in the 40% most deprived areas which exceeds our target.
GP Access
The national standard is that GPs should provide 48 hour access or advanced booking to an appropriate member of the GP team to at least 90% of patients. This performance is measured by an annual
survey. The latest published performance is for the financial year 2013/14 where NHS Highland achieved 94.8% for 48 hour access and 84.3% for advanced booking. The national performance for the
same period was 92.4% and 78.1% respectively.
Sickness absence
During 2015/16, NHS Highland had a sickness absence rate of 5.1% against the national standard of 4% or less. The national performance for the same period was 5.2%
Accident and Emergency Waiting Times
Throughout 2015/16, the monthly performance shows that at least 95% of patients within NHS Highland waited less than 4 hours from arrival to admission, discharge or transfer for Accident and
Emergency treatment. The latest performance available is for April 2016 is 97.5%. The national standard is 95% and the national performance for April 2016 was 95.1%.
Financial Performance
NHS Highland remained in financial balance for 2015/16, on a budget of around a £700m. NHS Highland also met its cash efficiency target of £16m for 2015/16 while at the same time delivering and
developing services throughout the area.
