Amman Non-Revenue Water Reduction Project:
Management Engineering Services Contract (MESC)
BACKGROUND

USAID/Jordan has an increasing interest in reducing non-revenue water (NRW) across the country to complement other
projects such as supply expansion and network restructuring. High levels of NRW waste Jordan’s most precious natural
resource and reduce customer service levels. In Amman (and elsewhere in Jordan), the high NRW levels are partially defeating
recent water supply expansion projects and other system improvements funded by donors and loans, and are partly responsible
for Jordan only having intermittent water supply. It is a vicious cycle, as intermittent supply operations damage pipes, further
increasing NRW. Water losses in Jordan are also increasingly more costly, as the newer water supplies are more expensive per
unit of volume (Zara Main and now Disi, and in the future Red-Dead).
On December 30, 2014, USAID and the Ministry of Water and Irrigation signed an Umbrella Fixed Amount Reimbursable
Agreement (FARA) for the Amman Non-Revenue Water Reduction (NRW) Project, which will run until September 30, 2018
and which will be implemented by Miyahuna in high priority distribution zones within Amman. Project elements will include the
procurement of NRW-reduction equipment, asset upgrades such as the replacement of old pipes, leak detection and repair, and
the installation or replacement of meters, pressure-reducing valves, etc. up to a value of $30 million.

PROJECT OVERVIEW
The purpose of this Management Engineering Services Contract (MESC) is to 1) improve Miyahuna’s capacity to plan, design,
procure, and manage such infrastructure upgrades so that future upgrades can be completed by them autonomously, and 2)
provide capacity strengthening to Miyahuna in the measurement and management of all aspects of NRW. The MESC contract
duration is 3 years with 2 optional one-year extensions.
ACTIVITIES
The two elements of the MESC are:
Component 1: NRW Construction Activity Assistance – Activities under this component will help build Miyahuna’s capacity
to manage future infrastructure upgrades related to NRW. The expected output of this component is that Miyahuna,
independent of external assistance, can prepare NRW construction tender packages, completes environmental compliance
documentation requirements, procure construction contractor services and supervises execution.
Component 2: Miyahuna Administration Assistance – Activities under this component will help Miyahuna to understand the
performance of its water distribution systems, quantify NRW losses in total, by district and by cause, and better manage
resources to prioritize NRW-reduction efforts. Capacity building activities to be conducted include on-the-job-training, formal
training and other capacity building tools identified and agreed to by Miyahuna and USAID. The expected output of this
component is that Miyahuna, independent of the MESC, is collecting, storing, analyzing, and preparing information and reports
for decision makers on NRW measurement and control.

EXPECTED OUTPUTS
NRW upgrades worth $30 million will be completed within the “fixed amount
reimbursable agreement” (FARA) model.
Miyahuna will be able to manage future NRW reduction work under the FARA
model autonomously.
Miyahuna is measuring and controlling NRW by district and cause across the
preselected 8 distribution zones according the IWA standards and international best
practices.
