The China (Shanghai) Pilot Free Trade Zone (FTZ) Administration represents the Shanghai municipal government in the Shanghai FTZ. Its responsibilities include:
organizing the implementation of comprehensive laws and regulations, enforcing reform policies, implementing development-related planning and policy measures,
providing guidance and consulting services for enterprises and related organizations, and assuming responsibility for security checks and antitrust reviews in the zone. The
zone administration is also in charge of all administrative work in the fields of investment, trade, financial services, land-use planning, environmental protection, human
resources, food and drug supervision, and intellectual property rights, among others, along with managing and supervising the work of other government departments in the
Shanghai FTZ.

Served as the press spokesman of the administration;
responsible for the Economic Development Bureau,
the Investment Service Center; responsible for
contacting with customs, inspection and quarantine
bureaus and marine bureaus; responsibilities include
industry policy, science and technology, commerce,
foreign investment and trade, shipping, port affairs,
and statistics.

Enforcement Bureau, the Comprehensive Law
Enforcement Team, the Information Center;
responsible for contacting with industry and commerce

HR Bureau (人力资源局）
Responsible for Shanghai FTZ commission
documents, confidentiality, files, propaganda,
information, foreign affairs, reception, public
display of information, party-building, and
administrative work. The General Office is also
responsible for serving as a general point of
contact and for coordinating information related to
emergency work.
Responsible for talent recruitment and retention,
improving the environment for talent development,
coordinating corporate-employee relations, and
providing career services for overseas Chinese
and residents of Hong Kong, Macao, and Taiwan.
The HR Bureau is also responsible for
administrative approval reform, work code
management, leadership training, and staff
development.
Policy and Regulation Research Office (政治

Pudong Airport Comprehensive Bonded Zone Office
(浦东机场综合保税区办公室）
Responsible for research on systems innovation
and international best practices, assisting
legislative departments in drafting and revising
Shanghai FTZ-related laws and regulations,
reviewing regulation-related documents, handling
administrative appeals, drafting mid- and longterm economic development outlines, assessing
zone outcomes, and conducting regional
regulatory propaganda campaigns.
Responsible for investment management and trade
system innovation, expansion of the services
sector, foreign investment review and approval,
establishing an overseas investment filing system,
promoting opening-up programs in the services
sector, and coordinating with state commissions
and ministries to permit some services sectors to
take advantage of pre-approval processes.
Responsible for the daily operations of the Pudong Airport
Comprehensive Bonded Zone, representing the Shanghai
FTZ commission in the Pudong Airport Comprehensive
Bonded Zone, promoting innovation in trade supervision,
attracting enterprise and capital investment, stabilizing and
“cultivating” zone-registered enterprises, providing service
work to zone-registered enterprises, and promoting the
relocation of MNC Asia-Pacific headquarters to the Shanghai
FTZ.
Waigaoqiao Bonded Zone Office (外高桥保税

Yangshan Bonded Zone Office ( 洋山保税港

Integrated Supervision and Law enforcement Bureau
(综合监管和执法局）
Responsible for the daily operations of the
Waigaoqiao Bonded Zone, representing the
Shanghai FTZ commission in the Waigaoqiao
bonded Zone, Waigaoqiao Logistics parks, and
Sunlan regions, attracting enterprise and capital
investment, stabilizing and “cultivating” zoneregistered enterprises, providing service work to
zone-registered enterprises, and promoting the
relocation of MNC Asia-Pacific headquarters to the
Shanghai FTZ.
Responsible for the daily operations of the
Yangshan Bonded Zone, representing the
Shanghai FTZ commission in the Yangshan
Bonded Zone, promoting innovation in trade
supervision, attracting enterprise and capital
investment, stabilizing and “cultivating” zoneregistered enterprises, providing service work to
zone-registered enterprises, and promoting the
relocation of MNC Asia-Pacific headquarters to the
Shanghai FTZ.
Responsible for the overall supervision and enforcement of
laws and regulations in the Shanghai FTZ, organizing and
coordinating information-sharing and services platforms,
reviewing security checks and antitrust reviews, establishing
a social credit system and comprehensive evaluation
mechanism, and conducting administrative work related to
intellectual property, arts and entertainment, and food and
drug safety. The bureau is also responsible for enforcement
in cases related to land use, construction, housing,
environmental protection, civil defense, labor, intellectual
property, and food and drug supervision.
Construction Planning and Environmental
Management Bureau ( 规划建设和环境管理局）
Responsible for administrative work in zone planning, land
use, housing, construction, municipal policies, civil defense,
sanitation (construction-project related), environmental
protection, land greening, city beautification, and public
transportation.
Fiscal and Financial Bureau (财政和金融服务局）
Responsible for financial supervision, financial system innovation, the opening of financial service sectors to outside investment, recruiting domestic and foreign financial
institutions for zone registration, developing multi-tiered financial markets that can handle domestic and international issues, researching finance and taxation systems,
analyzing annual economic outcomes, drafting outlines for annual economic development, coordinating with municipal and district finance departments, and budget
management and accounting. The bureau is also responsible for keeping the promises of financial-support policies.
