Model Knowledge Sharing Plan Note that this Model Knowledge Sharing Plan is in draft form. As part of the Demand Response Competitive Round, ARENA invites comments on this document. Any feedback should be made in this document in the form of comments or mark-ups in “track changes”. Comments should be submitted by 5pm AEST 16 June 2017 via email to: [email protected] The final Knowledge Sharing Plan template will be uploaded onto the ARENA website on 23 June 2017, changes to the final template to align to successful applicants’ projects will be made after successful applicants are chosen. A completed Knowledge Sharing Plan template must be included as part of any application for ARENA Funding under the Demand Response Competitive Round. 1. Introduction The rules and definitions that apply in the Funding Agreement also apply in this Knowledge Sharing Plan. Under the Australian Renewable Energy Agency Act 2011 (Cth), ARENA is required to share information, data and knowledge about renewable energy technologies from the projects it funds. On [insert date] ARENA and [insert name of Recipient] (Recipient) entered into an Advancing Renewables Programme Funding Agreement number [insert] (Funding Agreement), under which the Recipient has certain knowledge sharing obligations. The Recipient has developed this Knowledge Sharing Plan in consultation with ARENA, and must comply with this Knowledge Sharing Plan for the term of the Funding Agreement. Terms used in this Knowledge Sharing Plan which are defined in the Funding Agreement have the same meaning unless the context requires otherwise. ARENA may at any time undertake, or engage a third party to undertake, a review or evaluation of the Activity. The Recipient must provide all reasonable assistance to ARENA (and any third party appointed by ARENA) for such review or evaluation. ARENA reserves the right to request data and information in addition to that specified in this Knowledge Sharing Plan in order to conduct 1 portfolio-level analysis and knowledge sharing activities. Any confidential or sensitive data will be aggregated, anonymised and protected. ARENA reserves the right to share any such data or information with third parties contracted to help ARENA perform our knowledge sharing function, with such third parties being bound by the same confidentiality restrictions as ARENA. ARENA reserves the right for ARENA staff, consultants or any third parties contracted to help ARENA perform our knowledge sharing function to interview the recipient throughout the duration of the Demand Response Competitive Round in relation to knowledge sharing activities and deliverables in this Knowledge Sharing Plan. 2. Confidentiality and dissemination of knowledge In undertaking its legislated knowledge-sharing function, ARENA may share information with other areas of government and the public. The Recipient will provide information of varying levels of confidentiality, from little or none to highly valuable and confidential information. Any information that will be subject to restrictions on its dissemination beyond ARENA, is identified in the Table under Knowledge Sharing Deliverables and the nature of the restriction is described. The Funding Agreement determines the treatment of Intellectual Property Rights and Recipient Confidential Information. It is the Recipient’s responsibility to ensure that any Project documentation (including Milestone Reports and other Reports) prepared for public release does not contain any Recipient Confidential Information. Information the Recipient shares with ARENA is categorised according to those persons with whom it may be shared as follows: (a) the public (unrestricted) – This information may be shared freely within ARENA, with industry participants, and with the public in general. (b) the public (restricted) (Restricted Information) – Subject to any restrictions imposed by the Recipient, this information may be shared freely within ARENA, with industry participants, and with the public in general. (c) ARENA only (Recipient Confidential Information) – this information may be shared freely within ARENA and with other areas of government, including AEMO, with equivalent privacy management and control processes and in accordance with [clause 21]. Any proposed change to this Knowledge Sharing Plan and the restrictions on dissemination of information set out in this Knowledge Sharing Plan must be notified to ARENA as part of the Milestone Report in accordance with item [1(c)(ix) of Schedule 3]. The Knowledge Sharing Plan may be varied by agreement of the parties in writing. 2 3. Analysis of performance based on six-monthly test data and any real activation data, including analysis of: - Total capacity available for the reporting period Aggregated actual performance for activation and test events 4. A summary of most recent lessons learnt from the development and operation of the project, and participation in the competitive round. This can include: - Participant reflections on the functioning of the DR market and the impact of market incentive structures on performance - Participant lessons learnt on hardware and software technology requirements to support firm delivery of DR - Participant lessons learnt on DR business model design - Participant lessons learnt from the recruitment of different customer types 5. The report must detail any other commercial or wholesale DR activity that the recipient (pertaining to the DR funded under this agreement) is participating in. Detail should include, but not limited to: - Purpose of the other DR activity (e.g. wholesale price avoidance, physical hedge cover, network support) - Number of instances and duration the DR was activated for these other activities - Time period(s) the DR was activated for these other activities.
