PAPUA NEW GUINEA GOLF ASSOCIATION & ROYAL PORT MORESBY GOLF CLUB South Pacific Export - Papua New Guinea Open - 2014 Conditions of Play (Amateur) The South Pacific Export PNG Open 2014 will be played over four rounds from the 8th to 11th May 2014 at the Royal Port Moresby Golf Club, Waigani N.C.D. Papua New Guinea. No daily events will be conducted but “grade” distinction shall apply over the 72 holes for both Men and Women. Unless otherwise advised, the South Pacific Export PNG Open 2014 will be conducted under the rules of the Papua New Guinea Golf Association and the Rules of Golf as established by the R & A. Maximum actual certified Playing Handicap will be 15 for Men and Ladies as the field will be restricted by number. A handicap reserve list will be created for players with handicaps in excess of 15. CUT-OFF, There will be a cut off after 3 days play such that the field is limited to 100 players (plus ties), including amateur and professionals players. Ties in all nett events will be decided by count-back, ties for the overall 72 hole gross event for both Ladies and Men will be determined by a sudden death play-off over holes 6, 7 & 5 continuously until a winner is determined, subject to light, otherwise “a toss of the coin”. There will not be any junior division in this tournament. COST: The fee applicable to play in this competition will be K 250.00 per person, which includes competition fees, and light lunch each day. All players are required to report to the starter thirty (30) minutes before their scheduled hit-off time for each round of golf – failure to do so will result in a two shot penalty. In accordance with Rule 6-3(a) TIME OF STARTING: if, in the absence of circumstances which warrants waiving the penalty of DISQUALIFICATION as provided in Rule 33-7, the player arrives AT HIS/HER STARTING POINT, READY TO PLAY WITHIN 5-MINUTES AFTER HIS/HER STARTING TIME, the penalty is TWO (2) strokes at the first hole. The Tournament Committee reserves the right to modify a penalty under exceptional cases if the cases as presented are deemed extenuating by the Committee. Where applicable, the Starter’s findings will be taken into consideration by the Tournament Committee. Reporting time will be monitored by the Starter, and playing time by the Course Marshals. 2 Slow play will not be tolerated, to determine slow play the following shall be applied:- From the time the first player in a group arrives at his / her ball the player has 50 seconds to make a stroke, subsequent players in a group have 45 seconds each from the time it is their turn to make a stroke, for times in excess of this there shall be a warning given to an individual or a group, and should there be more than one warning, the whole group, or an individual, will be penalised as deemed by the Match Committee. ETIQUETTE SAFETY – Please ensure safety at all times. CONSIDERATION FOR OTHER PLAYERS. PACE OF PLAY – Play without delay. In the event of a ball search, players should signal the group behind them through, as soon as it becomes apparent that their play is being delayed. A Tee-to-Tee gap in excess of one fairway between groups will constitute slow play and players will thereafter be timed as above. CALL-UP HOLES, the first and second holes are designated as a “call-up holes”, if the group behind you is on the 2nd tee prior to your group commencing to putt you are requested to call the following group up, similarly if the group behind is waiting to play onto the first green. Please consider calling-up on other par 3’s. The RPMGC does not allow the wearing of metal spikes on the golf course. Ensure your caddy fills all your divots and encourage them to fill as many other divots as they can. Always take care whilst walking on the putting green to prevent dragging and twisting of shoes which causes damage to the green. NB: this damage cannot be repaired until after you putt out! Bag Carriers. During the tournament, local Bag Carriers will be reclassified as “Caddies” under the R&A Rules of Golf. Motorised Carts. Players wishing to use motorised carts must have an up to date medical certificate. “Up to date” means that the certificate must be no more than 6 months old. Non-compliance with this rule will result in disqualification. Medical certificates are to be with the RPMGC Club Captain or Tournament Director prior to the first round of golf in the event. Caddies are NOT to ride anywhere on motorized carts whether personal or Club owned. Non-compliance with this rule will result in disqualification. Mobile Phones. Mobile phones are not to be carried on the golf course. The penalty for an audible ringing tone on the course will be disqualification and removal from the course. Play the ball as it lies unless daily instruction applies otherwise. PNG Open Tournament Committee
