Context



Institutional framework in place (organizational
and procedural standards) for ex-ante evaluation of
public policy and normative acts (GSG/DPP);
Initiatives for simplification of administrative
procedures undertaken (work permits, procedures
for register vehicles, methodology for single office
etc) (MIAR);
Initiatives for improving the transposition process
of European legislation (DAE);
Problem definition

Low quality of regulation and public policy due to improper
substantiation (see PPD reports);
Lack of a evaluation methodology of administrative costs and of
an integrated approach for reducing the administrative burdens;
Lack of an integrated approach regarding the process of
simplification of legislation (increased number of normative acts,
legislative instability, frequent changes of legislation,
republications etc.);
Low quality of regulation issued by the agencies for regulation
and inspection, due to their improper institutional framework;
Lack of an integrated approach regarding the process of
improving the transposition of European legislation into the
national legislation;
Objectives of the strategy





Increased quality of regulation through an improved process of
substantiation and evaluation of the impact of public policy and
normative acts and an improved framework for the consultation
process;
Administrative costs measured using a methodology based on
Standard Cost (SCM) and administrative burdens lowered;
A simple and clear legislation by elimination of overlappings at
the level of enforced normative acts;
A coherent institutional framework at the level of regulative and
inspection agencies and authorities;
Improved framework of transposition and implementation of
European legislation at the national level.

Simplification plan


Simplification plan contains information regarding better regulation
initiatives planned to be undertaken at the level of line ministries
according to the guidelines of this strategy. The simplification plans
are submitted by each ministry every year and are developed by the Public
Policy Units from line ministries. Interim monitoring reports are to be
submitted at the end of the year.
The simplification plans and monitoring reports are to be collected by the
General Secretariat of the Government (DPP).
