• What is OASIS?
– Open Access Same

• Midwest Market Reservation Types
– Point to Point (Imports, Exports, Throughs, Withins)
• Moves energy from specific point to another
• Transmission service reservation required for both Midwest
ISO and non Midwest ISO transmission
• Requested through OASIS system
– Network (Imports and Withins)
• Moves energy from Generator (Generator can be outside of or
inside of footprint) to native load within Midwest Market footprint
• Contact Tariff Admin to set up initial reservation
• Spot Market transactions, imports only, no incremental charge.

Step 3: Evaluation
• Evaluation of Reservation Request
– Tariff Administration evaluates Transmission
Service Requests using the following criteria:
• Verify adequate capacity on the fifteen most
limiting constrained facilities on the flow path in the
OASIS request
• If negative AFC exists on one of the fifteen most
constrained flowgates then the request could
receive a counter-offer or be denied
– Status is assigned to Transmission
Reservation

• States of a Service Request
– Queued- Indicates initial status on receipt of a customer
purchase request or TSR
– Study - Indicates some level of study is required to evaluate
a request
– Accepted (by Midwest ISO) - Indicates the service request
has been approved /accepted
– Confirmed (by PSE) - Indicates the request has been
confirmed and a transmission service request exists
– Withdrawn - Indicates the customer has withdrawn the
request from further action during the evaluation process
– Counter-Offer - Indicates partial acceptance of a request
due to limited AFC, FTR availability
– Refused – indicates the Midwest ISO has refused the
request

• Processes requests for short-term firm service Daily, Weekly, Monthly.

– Allows a customer to submit a request for analysis of
transmission capacity without actually submitting a
transmission request
• Flow-based approach determines AFC on constrained
facilities
– Results of Request
• OK – capacity potentially available
• Not OK -- feedback given as to hours/days request is not OK.
Include limiting facility and amount of AFC available on
facility
