JOB SPECIFICATION Job Title: Senior Policy Adviser (Infrastructure policy) Division: Strategy & Digital Department: Policy & Strategy Grade: 10 Job Purpose: To contribute to the development of the BBC’s public policy position on distribution matters, and support the delivery of the BBC’s broadcast and IP-delivered distribution strategy To advise on policy and regulatory developments in relation to IP-delivery, mobile and radio spectrum with the UK government and Ofcom To ensure that the BBC is properly informed by and helps to shape the policy and regulatory environment in relation to the telecoms sector and key BBC distribution platforms To support the BBC’s engagement with Internet, spectrum and wider telecoms policy-making at EU and international level including via the ITU and WRC To foster constructive relationships between the BBC and relevant organisations in the broadcasting and communications sectors in relation to spectrum policy matters To contribute to the development of BBC public policy in other areas as required Position in the Organisation: Member of the BBC’s Public Policy team and reports to Head of UK Policy Work closely with the BBC’s Head of International Policy, colleagues in the BBC’s Strategy team and with BBC Distribution which is responsible for managing all aspects of the distribution, transmission and carriage of the BBC’s UK public services Key responsibilities: Responsible for managing and supporting distribution policy projects and providing policy advice to BBC senior management Responsible for drafting high quality reports and submissions/responses to UK Government, Ofcom and EU institutions as appropriate, and briefing documents for BBC management To anticipate and monitor policy/regulatory initiatives in relation to distribution policy, including those driven by UK Government, Ofcom, and European institutions, and advise on the implications of those initiatives for the BBC 1 To contribute to the policy debate on IP-delivery, mobile and radio spectrum, including engagement with UK government and Ofcom, to ensure the BBC’s interests are adequately represented To attend and contribute to industry groups and international policy-making for on behalf of the BBC To ensure that the policy implications for the BBC of changes in the policy and regulatory environment are fully understood and communicated to all parties within the BBC Knowledge and experience: Excellent understanding of the regulatory and policy framework covering the telecoms sector at both a UK and EU level Good technical understanding of distribution technologies and the radio spectrum framework Able to anticipate and assess key industry issues and to understand how audience and market behaviour is affected by regulatory intervention Experience of engaging with government and regulatory authorities on policy issues Proven experience as a policy specialist in either a regulatory authority, a government department, a consulting environment, or a major communications sector company Proven ability to evaluate complex issues and policy options and propose effective solutions Excellent written and oral communications skills. The ability to influence internal and external stakeholders effectively are both essential. Must be able to define the scope of work streams and to manage project processes and outputs to a high standard of quality and timeliness Experience of working in a high pressure environment and managing conflicting priorities COMPETENCIES: Strategic thinking – able to identify a vision along with the plans which need to be implemented to meet the end goal, evaluating situations, decisions and issues in the short, medium and long term.
