1.Introduction to the theme of Seminar
Climate Change is a major global challenge to mankind, as it is closely interconnected
with human survival and national development. At present, the willingness expressed by
the developed countries to provide developing countries with financial support and
transfer technologies is on the wane. Developing countries, on the whole, is facing
daunting tasks and mounting pressure in the international negotiation on climate change.
Under such circumstances, it is of urgent necessity for developing countries to joint hands
in safeguarding our common interests in this respect.
In this context, Chinese President Xi Jinping has announced a USD two billion fund to support
South-South cooperation in addition to launching the “Six 100s” initiative to help the developing
countries in poverty reduction, agriculture, trade, environment, health and education at the United
Nations Sustainable Development Summit in September, 2015. In September 2015,
President Xi Jinping announced China would establish the Climate Change South-South
Cooperation Fund with 20 billion RMB to support other developing countries to cope
with climate change, including the ability to use Green Climate Fund. During the 13th
Five-Year Plan period, China will speed up the preparation of the South-South
Cooperation Fund for Climate Change in accord with the promotion of "Belt and Road "
Initiative and international capacity cooperation. NDRC declared that the South-South
Cooperation
Fund
would
be
used
to
support
the
implementation
of
the
"Ten·Hundred·Thousand" project activities, namely the construction of 10 low-carbon
demonstration zones in developing countries, the organization of about 100 projects to
mitigate and adapt to climate change, and 1,000 training places to promote new ideas,
new measures and new technologies' cooperation on climate change and green
low-carbon development.
The Seminar on Climate Change and Green Low-Carbon Development is tailored to
maintain closer communication between and among developing courtiers with respect to
the issue of climate change. The policies and measures adopted and endeavors and
contributions made by the Chinese government to respond to climate change will be

presented to the participants in a systematic and comprehensive manner.
2. Introduction to the Organizer
2.1National Development and Reform Commission
The National Development and Reform Commission (NDRC), as one of the agencies
under the State Council, consists of thirty-two functional departments/bureaus/offices
with an authorized staff size of more than 1000 civil servants.
The principal functions of the NDRC include:
1. To formulate and implement strategies for national economic and social development,
medium-term and long-term programs, annual plans, price policies and comprehensive
industrial policies;
2. To coordinate the solutions to major problems related with national economic
performance;
3. To strengthen the monitoring, forecasting and early warning of the national economic
performance, guide macroeconomic information release, and maintain the balance of
national economic aggregates;
4. To examine and approve major construction projects, promote and coordinate
economic system restructuring from a comprehensive perspective;
5. To optimize major economic structures, carry out strategic readjustment and upgrade
industrial structure;
6. To coordinate the development of agriculture and rural economy, and promote the
sustainable development strategy;

7. To organize the work for addressing climate change;
8. To coordinate and promote the development of social undertakings;
9. To promote the coordinated development of regional economy;
10. To submit plans for national economic and social development to the National
People's Congress on behalf of the State Council in accordance with the Constitution.
The NDRC now undertakes challenging tasks and important responsibilities. To live up
to our mission and perform duties assigned by the Communist Party of China and the
people, we will spare no effort to create a team of high quality and efficient civil servants,
further reinforce the awareness of politics, innovation and service and promote the
transition of mindsets, functions and style of work.
The NDRC will, as always, be committed to promoting scientific, harmonious and
peaceful development, attach great importance to extensive cooperation with foreign
government agencies, international organizations and people from all walks of life from
both home and abroad, and make our due contribution to the prosperity and development
of the world economy and the progress of the mankind.
2.2 Introduction to the Department of Climate Change with NDRC
The Department of Climate Change with National Development and Reform Commission
of the People’s Republic of China is responsible for comprehensively analyzing the
impact of climate change on social-economic development; organizing and coordinating
the formulation of key strategies, plans and policies dealing with climate change, taking
the lead in the implementation of United Nations Framework of Climate Change
Convention, and in collaborating with other relative parties in international climate
change negotiations; coordinating and carrying out international cooperation in response
to climate change and related capacity building; organizing and implementing the work
relating to clean development mechanism (CDM); and undertaking concrete work

assigned by the National Leading Group Dealing with Climate Change, Energy
Conservation and Emission Reduction.
3. Introduction to the Co-organizer
The Academy of Macroeconomic Research (AMR), directly under National Development
and Reform Commission, P.R.C., is one of the most competitive and strongest brain-tanks
in China’s Macroeconomic sector. With policy study and inquiry as its major focuses,
AMR provides information for national macro economy and social development; and it
also opens up to the public, local governments at all levels as well as enterprises both
from home and abroad.
Major functions of AMR are to continuously monitor the performance and the trend of
national economy and social development; to study major economic issues and to offer
suggestions; to study major issues concerning economic and social development
strategies, industrial structures, regional distribution so as to offer constructive advice; to
study and to write report on major theoretical and practical issues with regard to
economic and social development; to provide information on development strategy, plans,
and major decision-makings for industries, local governments at all levels, and
enterprises both from home and abroad; to take the full advantages of Chinese and
foreign scholars to collect and provide domestic and international information on
economy as well as on strategy, planning, and policy.
4. General Information of the Seminar

5. Major Events of the Seminar
(1) Opening Ceremony
The opening ceremony is scheduled to be a kick-off for each seminar. Attendees at the
opening ceremony include high-ranking government officials, officials with foreign
embassies to China, representatives with the UN and other international organizations.
(2) Lectures
Government officials and experts are to present lectures on the policies and measures
adopted by the Chinese government in the field of environmental protection, forestry,
agriculture, science and technology, and population combating climate change, etc.
(3) On-site visit
Participants are to pay visits to local areas of China, where they will have exchange of
ideas with the local governments on matters of climate change.
(4) Group discussions
Participants with different countries are to have group discussions with each other on
policies and measures adopted by each country.

6. Qualification of Participants and Matters of Attention
(1) Participants
a. The participants should meet the following qualifications and requirements: firstly,
participants should be (a). Scholars or officials in climate change field; (b).
Representative from climate research related institutions and organizations; (c).
Technicians; (d). Employees from state-owned enterprises; secondly, participants are
supposed to be in good health conditions and with no infectious diseases and they should
be less than 55 years old. (e) Couples or close relatives from one country are not
permitted to attend the same session of the seminar.(f)Participants who joined the same
seminar in last three years will have less opportunity in joining this year seminar than
other new applicants.
b. It’s necessary for participants to scan and email the front page of passport to the
following email address at least 2 months before the start of the seminar he/she would
like to participate.

c. Participants are supposed to have medical check-up before coming to China, and the
report of physical check-up should be scanned and emailed to the following email
address at least 50 days before the start of the seminar he/she would like to participate.

d. Participants are to scan and email the letter of recommendation issued by the
department or the government agency he or she is employed, and the letter of
recommendation

(2) Language

Working language is English. Participants are supposed to have a good command of
English with strong skills in listening, speaking, reading and writing.
(3) Duration
The four seminars are scheduled to be held in June/July/September / October respectively
with 21- day duration for each session.
(4) Expenditures
The following expenditures are covered by the Chinese government, including training,
food, accommodations, on-training transportation, insurance, and international flight
tickets. The following expenditures should be covered by individual participant,
including visa & passport fees, medical check-up, local transportation within your
country before coming to China, expenditures of early arrivals and delaying
departures due to personal reasons.
(5) Location:
ZHONGJIAXINYUAN HOTSPRING HOTEL, Beijing, China. Arrangement is
presented in the enclosures in a detailed manner.
(6) Weather:
The seminar is to be held across early summer and late autumn. Please make proper
preparation of clothes.
7. Travel and Accommodation
The international travel to China will be booked and covered by Chinese government.
Once you confirm your attendance, we will email you the e-tickets.
The transportation fees from airport to the hotel and some related to on-site visits at the
duration of the seminar will be provided.

Any additional and personal transportation fees will be covered by participants.
8. Protocol Arrangement on arrival and departure
The normal protocol formalities will be in place at Beijing International Airport for
arriving Ministers.
The other participants (DG level or under) will enter through the normal immigration and
custom channels.
9. Immigration and Health Requirements
Visas
(1) All participants to China must hold valid passports (valid at least six months until the
seminar ends). Citizens of countries that require visas for China should obtain these
beforehand at the appropriate China Diplomatic or Consular Missions. It takes
approximately 4-10 working days (varied with different countries) to process a visa
application. Applications should be accompanied with the necessary visa fees in respect
of countries whose passport holders are subject to visa fees.
Health Requirements
(2) Participants are supposed to have medical check-up before coming to China, and the
report of physical check-up should be scanned and emailed to the following email
