Job Title : Football Development Officer
Reports to: County Development Manager
Job Purpose:
To support the delivery of the National Game Strategy in the CFA in partnership

A degree / Graduate / Graduate Calibre
Experience of Sports / Football Development
Knowledge of Club/League structures within grassroots football
Experience in leadership & Volunteering
Ability to work strategically with partner organisations to deliver Sports /
Football Development objectives
Developing goal setting / strategic delivery plans
Experience of organising and implementing programmes or events
Ability to work as part of a team and also demonstrate the use of individual
initiative
Track record of delivering and evaluating programmes or events
A sound understanding of sport equity principles
Full driving licence, and access to a vehicle
Excellent communication skills
Ability to manage own time and act on own initiative
Willingness to work unsocial hours, including evenings and weekends
Competent IT skills – Microsoft Office, internet, PowerPoint
Report writing

Knowledge of the structure and organisations within football both
Nationally and within CFA locality
Knowledge of partner organisations within the CFA locality
Knowledge of the FA’s Youth Development Review
Knowledge of relevant funding agencies
Experience of managing and working with budgets
Project Management Skills
Key Responsibilities:
 Strategic Development of Football Opportunities across all formats of the game
including mini soccer, youth, adult, male, female and disability.
Growth and Retention
 Develop programmes to sustain and grow the players and teams at mini soccer,
youth, adult and veterans level across male, female and disability football.
 Deliver a club services programme providing a range of training and support
services
 Utilise FA Football Participation Reports and Data on Demand to map teams
and leagues, and develop and invest in gaps in provision from mini soccer to
youth, adult and veterans football
 Develop programmes to sustain and grow the player base of football specifically
using Club Link Programmes, Central Venue Leagues and Mars Just Play
ensuring exit routes into grassroots clubs.
 Encourage the retention of players aged 14-19 by raising standards and
focusing on those periods of time when players are most likely to drop out
(‘pressure points’) by providing more flexible formats of football (e.g. eight
week leagues, mini leagues, summer football, pay and play).
 Support and develop U21 League formats of football.
 Support and build links between, colleges, universities and FA Charter Standard
Clubs to sustain 11v11 football
Raise Standards and improve behaviour
 Promote FA RESPECT and Charter Standard programmes across East Riding
 Deliver the FA Charter Standard Programme and associated benefits package
such as In Service Training Events
 Implement the Charter Standard League Programme and associated benefits
such as In Service Training Events
 Strategically develop a network of high quality FA CS Community and
Development Clubs.
Major Objectives:
 National Game Strategy – support the delivery of the East Riding County FA
Plan
Better players:
 Work in conjunction with The FA Skills Team in East Riding.
 Work alongside the Skills Team to increase the number of 5-11 player
opportunities, Skill Centre locations and coach education of grassroots club
coaches in East Riding.
 Understand, promote and support the player pathway from grassroots to elite
level for boys, female and disability players.
 Have Knowledge of East Riding based Centres of Excellence or Player
Development Centres
Running the game effectively:
 Support the development of the County Plan.
 Implement the monitoring and evaluation framework that will support the
delivery of the County Plan
 Work alongside key football partner organisations such as Local Authorities /
Sport and Leisure Centres / Facility Providers including Small Sided / Schools /
Colleges / Universities / Clubs / Leagues / Volunteers to support development
of football in East Riding and to implement the County Plan
 Work with key partners and identify key individuals to develop local football
steering groups for Local Authority Areas across East Riding. Manage and lead
to tackle local football issues.
 Support clubs and community groups to access small grants from the FF and
other sources.
Workforce:
 Support the recruitment, retention and development of volunteers and young
leaders identifying exit routes into CS clubs.
 Develop links with Volunteer Centres across East Riding to promote
opportunities and recruit volunteers
 Maintain and develop a Young Leaders Network across East Riding to support
East Riding CFA programme and events.
 Promote the Football Futures Programmes and recruit young volunteers to
attend the County and National Young Leaders camp.
 Support the Volunteer Workforce through workshops identified as needed
Marketing PR and Communications:
 Support grass roots clubs to promote the game
 Support the delivery of targeted campaigns e.g. Get into Football / Mars Just
Play / Charter Standard / Your Game
 Positively raise the profile and the perception of the CFA in leading and
developing grass roots football
 Promote all good news stories on the East Riding CFA website.
 Contribute to the ERCFA E-zine and distribute to all football partners and
contacts


As this role involves frequent travel, a full driving licence and access to own vehicle is essential for applicants.
