Green infrastructure and ecological connectivity in Europe Hans Friederich, IUCN Regional Director for Europe One thousand members. One Union. Outline • IUCN programme 2013-2016 • Protected Area management and the Aichi targets • Biodiversity connectivity in Europe • New partnerships in nature conservation One thousand members. One Union. THE IUCN PROGRAMME • • • • Our collective plan to achieve conservation results Our joint platform for policy influence Implemented by IUCN Members, Commission scientists and the Secretariat for the next four years Approved by all IUCN Members at the IUCN World Conservation Congress in Jeju, Korea – September 2012 THE 2013-2016 (DRAFT) PROGRAMME IUCN Programme goal “A network of connected protected areas covering the most important areas for biodiversity, integrated into healthy and resilient landscapes and seascapes” One thousand members. One Union. Aichi Target 11 By 2020, at least 17 per cent of terrestrial and inland water, and 10 per cent of coastal and marine areas, especially areas of particular importance for biodiversity and ecosystem services, are conserved through effectively and equitably managed, ecologically representative and well connected systems of protected areas and other effective area-based conservation measures, and integrated into the wider landscape and seascapes One thousand members. IUCN Protected Area Management Categories • Category Ia: Strict nature reserve – protected area managed mainly for science • Category Ib: Wilderness area – protected area managed mainly for wilderness protection • Category II: National park – protected area managed mainly for ecosystem conservation and recreation • Category III: Natural monument or feature – protected area managed for conservation of specific natural features • Category IV: Habitat/species management area – • protected area managed mainly for conservation through management intervention Category V: Protected landscape/seascape – protected area managed mainly for landscape/seascape conservation and recreation • Category VI: Protected area with sustainable use of natural resources – protected area managed mainly for the sustainable use of natural ecosystems One thousand members. Natura 2000 • EU Habitats and Birds Directive 1992 • Areas safeguarding the favourable status of conservation • Special Protection Areas and Special Areas of Conservation • Protected Areas are included in Natura 2000 • 17% of the territory Emerald Network • Council of Europe Bern Convention 1982 • Principles the same as Natura 2000 • Outside European Union Issues for discussion • Not all Natura 2000 sites are protected areas • There is need to align management objectives of Natura 2000 sites with the IUCN Protected Area management categories • World Parks Congress in 2014 in Australia • We need green infrastructure in the 83% of the European territory to connect the 17% individual high biodiversity sites One thousand members. Ecological Networks (adapted from ECNC) an ecological coherent system, consisting of: Core area Landscape corridor core areas of biodiversity importance restoration areas buffer zones major corridors Core area Stepping stone corridor Core area Linear corridor Bufferzone Restoration area Pan-European Ecological Network A common vision for Europe (Ministerial Environment for Europe Conference, 1995) “By 2005, a Pan-European Ecological Network should be established, along which animals and plant species would be able to migrate freely. National ecological networks should be established”. The Environment for Europe Ministerial Conference in Belgrade’ (2007) Pan-European Ecological Network Full range of ecosystems, habitats, species and landscapes of European importance are sustainably managed; Habitats are large enough to place species in a favourable conservation status; Damaged parts of the key environmental systems are restored; Connectivity is promoted National Ecological Network One thousand members. European Green Belt Initiative Vision - 1989 To create the backbone of an ecological network, running from the Barents to the Black Sea that is a global symbol for transboundary cooperation in nature conservation and sustainable development. Objectives 1. The establishment of a functional ecological network; 2. The implementation of a knowledge sharing mechanism on transboundary cooperation; 3. Development of a tool for sustainable development; 4. Establishment of an ecological laboratory; 5. Establishment of the Green Belt as a brand for products and activities. www.europeangreenbelt.org One thousand members. One Union. Great Ecological Connectivity Corridor • IUCN Barcelona Congress Resolution 4.061 • Cantabric RangePyrenees-Central Massif-Western Alps • Linking mountain ranges in Western Europe European Blue Belt • A new initiative to develop and connect Marine Protected Areas in Europe • Link MediterraneanAtlantic-North SeaBaltic Sea • Increase total area of MPAs in Europe Wild Wonders of Europe New partners are needed for green infrastructure • Farmers and horticulturalists • Private land and forest owners • Companies and industry • Local & regional authorities Poppelsdorferallee, Bonn Urban biodiversity Green infrastructure Hard infrastructure Working with the private sector to develop and maintain ecological connectivity along and accross hard infrastructure Conclusions • We need to better align management of protected areas, Natura 2000 and Emerald sites • We need to promote European ecological networks and corridors and create more and stronger connectivity • We need to look for new partners, outside the conservation community, and engage them in the development of green infrastructure One thousand members.
