Science, Technology, Research and Innovation for Driving Inclusive Economic Growth Dr Dave Hall Chief of Party – USAID STRIDE 1 Quick case study • North Carolina o Post WW II – one of the worst economies in the US o Heavy reliance upon tobacco, textiles, and furnituremaking • Now more diversified economy with engineering, energy, biotechnology, and finance sectors • 18.5 percent – regional increase in GDP in recent years compared to US 11.5 percent increase • 44.3 percent – number of adults with “at least” an associate's degree in the Research Triangle region compare that to US 36.5 percent 2 Quick case study: • Driven by the five institutions that “provide reliable value” – Duke University, UNC-Chapel Hill, North Carolina State University, North Carolina Central University and RTI International. o over 190 companies - 50,000 workers o second largest IBM operation (14,000 employees) o GlaxoSmithKline R&D - 5,000 employees • The state of North Carolina unlocked economic growth • The Philippines can do the same…….. 3 Philippines: Researchers in R&D ?? (per million people) World Data Atlas 2007 Philippines R&D expenditure, % of GDP 0.1 2007 Maybe 0.14 Should be more like 2.0% 4 Strategies: People • Not just PhDs (and yes we need them!) • We need PhDs with additional skills and experience o Able to bid successfully for funding o Able to deliver results to industry and to funding bodies o Able to understand what industry wants AND • We need universities that can respond to the needs of industry and the nation o Able to respond quickly o Able to clearly state their ‘value proposition’ o Able to encourage and incentivize faculty to pursue careers as wealthcreating researchers 5 Strategies: Funding • More investment in R&D BUT no use complaining! • We have to justify why; we have to deliver results AND • We have to show the benefit to the nation So we need: • STI research driven by economic planning • STI research outcomes linked to economic growth 6 STI research based on economics • Energy o o Large scale grid Small scale distributed • Manufacturing o o o High volume, low value add Lower volume, high value add Supply chains • Electronics o o Low cost assembly High value design • International competitiveness 7 Result: improved focus of resources Better focused research Leads to Better economic growth outcomes Leads to Better appreciation of the value of STI research Leads to Better case for an increase in funding 8 STRIDE • Science, Technology, Research and Innovation for Development • Funded by USAID: US$32 million over 5 years • Four sub-grantees • July 2013 – June 2018 9 STRIDE Seeking to spur inclusive economic growth by boosting science and technology research in the Philippines Working with Philippine academic institutions to transform their capacity to produce research and graduates relevant to industries 10 3 Missions Mission 1: Mission 2: Mission 3: Industry/Private Sector Engagement STI Capacity Development Enhancing Institutional Policy and Management Capacity 11 What we do • Stronger engagement between universities and industries: workshops; faculty externships; university-based technology transfer offices • Establishment of a Philippine Government-University-Industry Research Roundtable • Award of grants for collaborative university-industry research projects • Award of grants for research exchange between Philippine and U.S. universities 12 What we do • Award of scholarships for advanced studies and research in the U.S. • Participatory institutional diagnostics to help Philippine universities to manage research more efficiently • Improved career centers for sustained university-industry linkages • Continuing development and training for post-doctoral research and research management • Establish Professional Science Master degrees in Philippine universities 13 To recap……. • Economic growth founded on STI research o People o Funding • Need more people • Need more confidence in STI research to provoke more funding • Need better links between STI research and economics o Policy driving need o Evidence of economic growth 14 Thank you!
