How does the global distribution of volcanoes and earthquakes support
the idea the crust is split in to plates that move about and how doesn't
the distribution of Vs and Es support this theory?
What is plate tectonics theory? Generally speaking where are most Vs and Es
found? Mention there are some exceptions to this rule e.g hot spots. Mention
plumes may actually fit the theory. No depth here though.

Yes the overall distrbution of Vs and Es fits plate tectonic theory and while
upon first glance it appears hot spots don't, if mantle plumes are the driving
mechanm behind rifting event then actually all Vs and Es fit the theory.
