Q: Do the Monroe Doctrine and the Roosevelt Corollary give the
United States the right to intervene in the political and economic affairs
of Latin America?
A: No, that is actually a misconception; the United States has no more
right to interfere with the actions of a sovereign nation in Latin America
than anyone else in the world. Although some people think that the
Roosevelt Corollary to the Monroe Doctrine is a justification of U.S.
action in Latin America, the Roosevelt Corollary is in no way, shape, or
form a recognized treaty or legal document. In fact, neither the Monroe
Doctrine nor the Roosevelt Corollary were ever anything more than
glorified policy statements; the respective presidents delivered them as
parts of speeches to Congress, not as potential bills or other formal
documents.
