Typical Duties
Data Scientists use a variety of languages, software and systems to extract, match, analyse and
interpret large volumes of data to support decision making. They will undertake quantitative and
qualitative analysis of data focused on delivering:
•
Predictive Analytics – development of an analytic process or model to recognise patterns and
assess likely outcomes using mathematical, statistical or machine learning techniques to
provide forward looking insights;·
•
Prescriptive Analytics – development of sophisticated analytic models that calculate expected
outcomes to support decision making or automation and optimise business approaches.
The Data Scientist will apply data mining and advanced analytic techniques in one or more
technical domains that may include machine learning, visualisation, network or geospatial
analytics, and text mining. They will design, develop, implement, deploy, test and evaluate data
mining processes and models to explore and discover knowledge from large volumes of data.
A Data Scientist will use this expertise to develop products including processes and models to
support intelligence or other departmental business activities that impact on strategic or
operational outcomes. This may include intelligence, compliance activities, process development,
business intelligence and policy research.
They may often operate with a high degree of independence, or work as part of an intelligence
team, to produce reports and work with stakeholders to enhance threat and risk identification
across the border continuum to achieve business outcomes.

Duties may include:

apply expertise to undertake research and analysis, utilising techniques such as data mining
processes or models, machine learning to discover patterns and trends in data, producing
SQL scripts and other data or statistical analytical software tools, analytic modeling projects
and developing threat profiles to meet complex border intelligence issues and deliver
intelligence and business outcomes more effectively;
work with information technology experts to provide expert advice on infrastructure support
required for analytical tools;
employ techniques that have the potential to make qualitative improvements and transform
the way in which the organisation uses data to solve intelligence and other business
problems;
collaborate with Capability Development and ICT teams within the organisation to ensure the
effective and reliable deployment of model solutions in departmental architecture;
participate in a range of development and training activities;
work individually or collaboratively to develop and maintain strong stakeholder relationships to
achieve business outcomes, support decision making and influence others in the pursuit of
business objectives;
participate in development, implementation and evaluation of innovative and automated
solutions and analytical tools to deliver intelligence and other business outcomes more
effectively;
support departmental Intelligence Analytics functions through assisting with the assessment
and prioritisation of incoming work, and management of workloads and backlogs;
tailor communication style and language to the audience's level of knowledge, skill and
experience, to explain complex information;
assist with/prepare reports on complex matters as required and work with stakeholders to
clarify requirements;
modify or adapt established methods to address issues in the Department’s environment,
evaluate results against expected outcomes, devise plans and advance new approaches to
contribute to continuous improvement, and escalate strategic issues as appropriate; and
explore various possibilities and generate innovative solutions to intelligence or other
business problems.

Aptitude for software development and ability to learn and apply new programming
languages;
Strong proficiency in determining how systems work and how changes in conditions,
operations, and the environment will affect operational and strategic outcomes; and
Use a range of techniques to make qualitative improvements to the way in which the
Department uses data.
Other Information
Dependent on the classification and position, this role may be required to:

work standard hours, shift work, or provide “on-call” services,
represent the Department at external forums,
undertake domestic and/or international travel, and/or
be located in Canberra or regional/international locations.
Requirements of Job Role
Mandatory Requirements
The successful applicant will need to obtain and maintain an appropriate security and suitability
clearance before they are engaged by the Department.
Mandatory requirements are required under legislation or policy.

A minimum of either Baseline or Negative Vetting Level 1 (Secret) level security clearance
depending on the position to be filled, and
Employment Suitability Clearance (ESC).
Preferred or Expected Requirements
Depending on the classification and position held within this job role, the occupant is expected to
have qualifications, experience in or an understanding of the following:

demonstrated experience in several advanced data mining and machine learning techniques
including regression, prediction, clustering, time series analysis, association rules, sequence
analysis, visualization and data manipulation;
demonstrated experience in ICT project outcomes, research, design and systems
development methodologies to achieve business outcomes, and the delivery of data analysis
products and outcomes;
expertise in complex data extraction, manipulation, analysis and visualisation to achieve
business outcomes;
broad knowledge of the application of data science and analysis to intelligence processes and
systems, and supporting intelligence activities and operations;
several years experience in building and manipulating data mining and analytics models and
a range of data structures, algorithms and operating systems;
expertise in one or more specialist domains such as machine learning, text mining, natural
language processing, outlier detection and geospatial data analysis, big data and Hadoop;
knowledge, training or tertiary qualifications in data science, statistics, mathematics,
information management, operations research, computing science, software engineering, or
other similar ICT, or other relevant qualifications;
proficiency in programming and/or the use of software for data analysis and manipulation and
programming languages, such as R, Python, SAS, SPSS, SQL, JavaScript, Java, Clojure,
Scala, C, C++, C#, Visual Studio, and Visual Basic; and
awareness of, or ability to develop a sound working knowledge of, appropriate migration, law
enforcement and customs legislation in support of their functional responsibilities.
