Enoff The following activities have been performed as a consultant to various countries, firms, or Departments of the World Bank during the period November 1993 to the present. Argentina- A review of the operation of the new social security program and assessment of the merger of provincial pension programs as well as the coordination with tax collection efforts. Assessment of viability of nationwide data network. Belarus- A review of Social Safety Net programs and administration. Design of a safety net program to meet the needs of those falling into poverty as a result of removing and/or reducing government subsidies for food and housing. Brazil-Review the cost effectiveness of reengineering the current social security program. Bulgaria- A review of the Social Security program and operation. Recommendations for improved efficiency of operation and options for restructuring the program to provide fiscal sustainability and a plan to transition from the current to a restructured program. Three year contract as Advisor to Bulgarian government on social security re-engineering and other social programs to Minister of Labor. China- Peer review of the draft pension reform report. Seminars in Bejing and Washington regarding implementation of pension reform. Czech Republic Participate in World Bank Seminar to explore options for SS Reform. Present issues of implementation. Kenya-Assessment of operation of current program and potentials for reengineering and reform. Draft pension law for public and private sector. Laos- Study of status of current laws regarding labor and social welfare. Assess capacity to proceed and recommend options to achieve goals within time and resource constraints. Latvia-Participate in review and analysis of pension reform project to determine strategy for completion of a stalled project. Republic of Philippines- Capital market study to determine the desirability and a plan for merging the two public pension programs (Civil Service and Social Security). Also development of a plan to review current programs in light of future fiscal projections. Slovakia- Participate in review of options for contribution collection system. Thailand--Develop plan for modernizing the administration of current social security programs ( health care, invalidity, sickness, funeral, and work accident) including a business plan and a new computer system. Assist the government in the design of an old age pension program and a program for family allowances. Uganda- Conduct stakeholder meetings and bring consensus to civil service reform options. Ukraine-- Review of the social service delivery system and recommendations for improvement. Review of adequacy of old age pension program. United Kingdom-Co-author published paper describing lessons to be learned from social security reform proposals. United States- Testimony at several Congressional hearings and conferences including the 1998 White House Conference on Social Security. Serve on US Senate and Center for Strategic and International Studies Task Forces on feasibility of implementing individual accounts for Social Security. West Bank, Gaza-Assess current pension scheme and recommend methods for increasing impact on capital market development.
