Green Solutions@COP16: The Cancun Dialogue Series

At the time of COP16 the Secretariat of Foreign Affairs and Secretariat of Economy of Mexico in
collaboration with the World Economic Forum will co-host a series of private, invitation-only meetings as
part of the wider Green Solutions@COP16 event held at the Coral Beach Hotel in Cancun.
The series consists of five sessions. Each will discuss practical public-private solutions and scalable
opportunities in a key theme as indicated below. Content and ideas will be drawn from work the World
Economic Forum and other organisations and initiatives have been pursuing in these areas over the last
year.

To promote substantive conversation, each session will be a private, in-the-round, moderated discussion
of approximately 40 people drawn from public and private sectors. This is similar to the IGWEL (Informal
Gathering of World Economic Leaders), a unique component of the World Economic Forum’s Annual
Meeting in Davos.
Each session will contain a mixture of business executives, government officials and experts, conversant
on the issue in hand. A Minister from the Government of Mexico will be present at each session and the
Secretariat of Foreign Affairs will work with the World Economic Forum to ensure that key Public Figures
from the various delegations will also take part.
The sessions will be preceded by the inaugural plenary session with President Calderón on Sunday
December 5.
Outcomes from the sessions will be shared during a plenary gathering at the Green Solutions Fair, on
December 8 and will feed into the World Economic Forum Annual Meeting in Davos in January 2011 as
well as build towards COP17 meeting in South Africa.

Sunday December 5, 16.00-18.00 Cancun Dialogue: Session I Business Leadership

This session responds to the call made by President Calderón in the World Economic Forum Annual
Meeting in Davos 2010 for more substantive discussion between government officials and private sector
leaders to help catalyze innovation in the low carbon economy. Participants will be invited to discuss how
leadership groups within and across governments, businesses and other organisations can help deliver
practical low-carbon commitments and transformations in key areas of the economy. What should such
coalitions focus on through 2011? How should they relate to the formal negotiation process?
Monday December 6, 09.00-11.00 Cancun Dialogue Session II Finance

Meeting the investment challenge for low carbon infrastructure in developing countries will require more
than public finance alone. A dimensional change in the flow of private capital into developing countries for
clean energy projects is required. To make this investment flow become a reality at the scale and speed
required, the market needs to be catalysed to levels of activity far greater than today. To make this
happen, a significant mobilization of private financiers and corporations is required, backed by public
financing mechanisms that help address various risks in the early stages of low-carbon infrastructure
market shaping. In addition, the state of domestic policy environments in developing countries will be an
important factor. A few significant transactions will help provide the jolt of confidence the market is looking
for.
Drawing on the findings of the High Level Group on Finance and other initiatives, including those of the
World Economic Forum, investors, project implementers and experts will be invited to this session to
discuss with government officials how best to make these investment flows happen quickly and at scale.
Are new public-private platforms required to speed up progress in 2011? Could a suite of key transactions
help to pump prime the market in specific sectors or regions?
Monday December 6, 11.30-13.30: Cancun Dialogue: Session III REDD+ and Sustainable Land Use

A step change in private sector engagement in REDD+ and sustainable land use is required to create a
sustainable market at scale and to help capture the significant abatement opportunities on offer.
This session will explore the current state of the REDD+/sustainable land use policy agenda and project
deal flow, and how more substantive private sector engagement could be triggered quickly and at scale.
The discussions will refer to some specific propositions for deeper private sector engagement which have
been developed over the course of 2010. Government officials from both Annex 1 and from key forested
and agricultural developing countries will discuss the implications of these ideas with public and private
REDD+ and carbon market experts, as well as representatives from the investment, NGO and Foundation
community. Can some significant, scalable public-private activities illustrate how to draw in the private
sector to REDD+ at scale?
Tuesday December 7, 09.00-11.00 Cancun Dialogue Session IV Technology Development

There is a suite of technologies which will be required to deliver the low carbon economy, but which are
not yet market ready or being demonstrated at scale. Next generation bio-fuels, CCS, electric vehicles
and concentrated solar thermal are some examples. Other technologies which can be classed as
enablers, such as smart meters and smart grids, also require scale up.
This session will discuss opportunities to create substantive public-private “icon” projects that can push
forward at scale some key technology plays, especially in developing and fast growing economies. What
are the 10 clean technology projects around the world that could “change the low-carbon game”? How
can they be driven forward in 2011? How can policy and financial frameworks be co-designed alongside
these transactions, such that all stakeholders learn to build the necessary enabling environments by
doing?
Tuesday December 7, 11.30-13.30 Cancun Dialogue Session V Energy Efficiency

Energy efficiency is one of the least expensive low-carbon solutions, increasing the energy security and
bringing competitive advantage for both: businesses and countries. However, there are significant
implementation barriers and a gap remains between the potential for action and the actual progress on
the ground. This session will bring together public, private and expert stakeholders conversant in the
energy efficiency agenda to explore the potential to bridging the gap, and how one might address at scale
the commonly recognized challenges:

Financing: Can solutions such as co-investing and risk-sharing facilities, commercial financing
mechanisms, public-private funds and domestic financing programs for retrofits be implemented at
scale? What are the other barriers and how can they be overcome?

Standards and reporting in energy efficiency: Would the development of common methodologies
to measure and report on energy efficiency and cost savings help make the market more transparent
and accelerate investment? If so, how might these standards be implemented at a multi-country
level?

Public-Private and International cooperation: How can public & private sectors as well as
international agencies and NGOs communicate, cooperate and if needed coordinate their efforts in a
more effective way on local, regional and international levels in order to improve energy efficiency
beyond the current trends? What is the role of currently existing initiatives like IPEEC or Clean
Energy Ministerial and how can it evolve further in the future?

Discussion on the outcomes of the Cancun Dialogue series, open to public.
