Answer
Washington wanted members of the government
to work together for the overall good of the
country. He believed that party divisions could
weaken the government and create political
enemies.
Jefferson wanted the power to be in the hands of
the people rather than the government. He felt
the Federalists had been too powerful. To change
things, he cut taxes and reduced the size of the
armed forces.
American pioneers used the Mississippi River and
the port of the New Orleans to ship goods to the
East Coast and Europe. The Spanish closed the
port to American trade and the pioneers could not
ship their products. Jefferson became interested
in buying the port. Jefferson made an agreement
with the French to buy the Louisiana Territory.
France and Britain were at war. Neither side
wanted the other to receive goods from the U.S.,
so they both interfered with U.S. shipping. The
U.S. wanted to stop this interference and waged
war on Britain to gain control of the seas.
