Kuantan Conurbation is one of the country's main conurbation formed in accordance
with the National Physical Plan (NPP) base on policy NPP 2 sets out the requirements of urban
economic planning based on the concept of selective concentration. The study was carry out
"To ensure a framework coordination for Kuantan Conurbation and provide input to the
preparation of regional plan for Kuantan Conurbation. The study area covers an area of 3.851
km square feet which covers part of District of Kuantan and Pekan in Pahang and District of
Dungun and Kemaman in Terengganu involving 4 Local Authorities and 17 major settlements.
At the national level, Kuantan Conurbation play an important roles where Pahang State will be
developed as industrial and logistics hub and the Terengganu state is the nation's main focus as
tourism and petrochemicals hub. The study identifies opportunities for coordination that is to
consider such as coordination of development proposals that require cooperation with various
parties. Subsequently, Kuantan Conurbation Regional Plan should be prepared. In accordance
with the provisions of Section 6A of the Town and Country Planning Act, 1976 (Act 172) the
establishment of the Regional Planning Committee (RPC) for planning, guiding, coordinating
and monitoring the development of a region which consists of an area located in two or more
states should be established.

STUDY AREA
Map Of Study Area
Kuantan Conurbation study area covers an area of 3.851 km2 which
covers part of District of Kuantan and Pekan District in Pahang, and
Kemaman District and the District of Dungun in Terengganu involving
4 Local Authorities and 17 major settlements.
At the national level, Kuantan Conurbation has focused on the State
of Terengganu as hub for regional tourism and petrochemicals, while
the eastern state of Pahang is developed as a major logistics and
industrial hub of the country. Kuantan will serve as the central key
economic region and mainly focus on activities such as
manufacturing, logistics, automotive, education, tourism and the port
city.
The main focus of Kuantan Conurbation is coordination in the
provision of urban services and the adoption of uniform rules and
standards to create an atmosphere of urban equivalent, effective and
efficient.

Opportunities identified for coordination will be the basis for the
determination of the aspects that need to be consider in the
preparation of Regional Plan and the aspects that need attention
are :

• Preparation of regional recreation areas.
6. Transport Framework Conurbation
• Coordination of the functions of the port, airport, road & rail
network, the coastal road and the requirements of the
transportation master plan study.
7. Public Transport
• Coordination of public transport, access & transport terminal
development, systems & location 'park and ride', the provision of
traffic management systems pintar (ITMS) and high speed train.
8. Coordination & Development of Infrastructure & Utilities
• Water supply, electricity supply, telecommunications & ICT,
sewerage, natural gas supply, solid waste and toxic waste.
9. Irrigation, Drainage, Drainage & Coastal Erosion
• Coordination of river basin management, basin & plains / flood
mitigation and management of coastal erosion mitigation.
10. Uniformity of Regulation & Planning Standards
• Coordinating the use of processes, procedures and standards as
well as the planning and implementation mechanisms.
11.Coordination & Collaboration Among Stakeholders RPC
• Coordination of development planning, and project monitoring
system that has the impact and role of the Regional Planning
Committee (RPC).

National Physical Planning Council
Kuantan Conurbation has been identified in the National Physical
Plan (NPP) and the ECER Master Plan and Ninth Malaysia Plan
which strengthen the role of Kuantan as a focal area of urban
development for the Eastern Region of Peninsular Malaysia. As the
boundary for Kuantan Conurbation include of Pahang and
Terengganu State, it requires a coordination body to coordinate the
development and regional issues in a comprehensive manner.

Stage 1: Negotiations between the agency development at statelevel

PROPOSED KUANTAN CONURBATION BOUNDARY
Proposed Boundary For Kuantan Conurbation
Kuantan Conurbation as a region, should be planned and coordinated in
an integrated framework. At the same time, this study also identified
the need to determine the limits of the optimum conurbation boundary
to ensure they have a competitive advantage as one of the country's
main conurbation.
Optimum conurbation boundary limits will ensure optimum physical
development of the township that is planned, organized and compact
within the urban limit.
The proposed boundaries of Kuantan Conurbation includes two states,
including some district town of Kuantan and Pekan in Pahang and parts
of Kemaman and Dungun in Terengganu.
The boundary is determined based on mukim boundaries, roads and
areas within a development pressures around Central Kuantan, region
and sub regional Chukai and Dungun. The towns within proposed
boundary include Pekan in southern part and Dungun in northern part.

The Regional Plan act as a platform to translate the National Urbanisation
Policy (NUP), which aims to achieve efficient and sustainable urbanization,
strong urban economic development, dynamic and competitive, standardize
methods of planning between local authorities, provides an efficient urban
transportation systems, planning of infrastructure provision and public
facilities at regional level which is integrated provides an effective urban
governance.
Regional Plan as a document of guidelines for achieving the vision and
development objectives Conurbation Kuantan. Kuantan Conurbation Regional
Plan will be used by RPC in coordinating the establishment and the approval
and collaboration between the various authorities and agencies to develop
this regional.
