ISSUES SUBMITTAL FORM Date: 7/15/13 Should the CPW Commission add Tiger Trout and Cutbow to the Chapter 1 #100 D “Game Fish” definition and to #107 –Statewide Daily Bag and Possession Limits and Special Season list of Trout species included in the aggregate bag and possession limit. DISCUSSION (FACTS AND FIGURES, EXPLANATION OF ISSUE): ISSUE: Tiger trout (Brown Trout X Brook Trout Hybrid) has recently been added to the fish raised for stocking by the CPW hatcheries. Currently, the tiger trout is not referenced in any of the following CPW Regulations Chapter 0 Appendix E4, Chapter 1 #100 Definitions - D. “Game Fish”, or in #107- Statewide Daily Bag and Possession Limits and Special Season for trout. Therefore at this time no bag or possession limits are recognized for Tiger Trout. Tiger trout are only used in a few places statewide and provide a unique opportunity for the anglers in Colorado. Similarly, the Cutbow (Rainbow X Cutthroat Hybrid) is raised by CPW hatcheries for stocking and occurs naturally in the wild. CPW recognizes Master Angler awards and State Records for the Cutbow, yet the Cutbow is not listed in Chapter 0 Appendix E or as a “Game Fish” (#100 D) or in the bag and possession limits (#107) in Chapter 1. Both in the hatchery setting and in the wild a Cutbow can look like either of the parents or a combination of the two. Confusion arises when an angler catches a Cutbow and does not know if it is considered a rainbow or that no limits apply. Awards and records have been established for the Cutbow since we knowingly stock them into many waters and they seem to show better growth potential in some situations over either of the parental stock. Adding the Tiger Trout and Cutbow to the list of Game Fish and to the fish species in the aggregate trout bag and possession would formalize what most anglers think the regulations are thought to be. WHO ARE THE INTERNAL/EXTERNAL PUBLICS IN THIS ISSUE? WHAT INPUT PROCESS HAS OCCURRED? External: Limited number of anglers Internal: Regions / Area Aquatic Section ALTERNATIVES: (POSSIBLE OUTCOMES or POSSIBLE REGULATIONS): 1. * Preferred Alternative *: Add Tiger Trout and Cutbow to the Chapter 1 in both the Definitions #100 D “Game Fish” and to #107- Statewide Daily Bag and Possession Limits and Special Season for trout. Add both the Tiger Trout (Salmo trutta X Salvelinus fontinalis) and Cutbow (Oncorhynchus mykiss X Oncorhynchus clarkii) to Chapter 0 Appendix E4- Species Scientific Name Index. 2. Add Tiger Trout to Chapter 1 Definitions #100 D and to #107- Statewide Daily Bag and Possession Limits and Special Season for trout. Add the Tiger Trout (Salmo trutta X Salvelinus fontinalis) to Chapter 0 Appendix E- Species Scientific Name Index In addition change the wording in Chapter 1 #100 D to include Rainbow trout and its hybrids. 3. Status Quo: Have no bag and possession limit for Tiger Trout or Cutbow, or recognize them as a Game Fish.
