The Vision
• Global – A Maritime Policy will place Malta on the global map for
entrepreneurs wishing to expand their maritime opportunities; encourage
pro-active participation at EU fora.
• Regional – This Integrated Policy will project Malta as a leading nation in
the Mediterranean that implements sustainable practices using innovative
technologies; keen to develop leading edge in maritime technologies and
expertise.
• National – Malta’s policy will drive close collaboration between industry
and government offices that will fulfil Malta’s maritime ambitions; enables
stakeholders to operate in a safe and ethical manner, that will advance the
use innovative technologies and promote the development of human
capital in the maritime industries.
The Mission
An Integrated Maritime Policy for Malta aims to
develop and promote Malta as a leading
maritime nation in the Mediterranean with a
strategy for 2015 -2020.
The Values
• Blue – The economic initiatives will be taken with a precautionary
approach towards safeguarding the marine environment.
• Innovative – Fostering new-to-Malta activities in the maritime sector;
provide positive bias to initiatives that result in innovation within
traditional maritime sectors; lead to knowledge enhancement,
sustainable use of resources and best practice.
• Collaborative – Support initiatives with customer friendly and timely
response from authorities within an efficient managed framework.
• Competitive – Provide professional and competitive environment that
allows initiatives to flourish.

• Establish marine territory and resources contained
therein, initiate a sustainable planning process that
will permit exploitation of the resources.

Integrated Governance
• One stop shop – A Maritime Policy will provide for an enabling body that will
provide access to a one stop shop for governance and regulatory resources that
will facilitate investment and growth opportunities whilst providing for the
necessary financial and legislative measures.
• ICT Services – This Maritime strategy will work within the Digital Malta strategy so
that the initiatives contained therein are extended to maritime sector so as to
have an E-Maritime Strategy that will benefit the maritime industry.
• Human Capital – An Integrated Maritime framework will seek to develop and
promote human capital in the maritime sector through collaboration between
the different educational, research institutions and industry stakeholders through
the establishment of a maritime academy group that will be tasked with
identifying the gaps within our educational system.
• Sustainable Development – Malta’s policy will promote initiatives in a sustainable
manner that achieves balance between economic values and environmental
considerations.

Maritime Spatial Planning
• The IMP aims at establishing the ideal framework for an expansion of the Blue
Economy in a sustainable manner and ensure the safeguarding of the sea
environment and marine biodiversity
• It identifies maritime spatial planning as a cross-cutting policy tool enabling
public authorities and stakeholders to apply a coordinated, integrated and transboundary approach.
• The application of an ecosystem-based approach will contribute to promoting the
sustainable development and growth of maritime and coastal economies and the
sustainable use of marine and coastal resources.
Sustainable Development
• The MSP will facilitate the allocation of marine space amongst users
in order to optimise use of existing resources, whilst ensuring
sustainable development and environmental protection
• It will contribute towards effective management of marine and
maritime activities by creating a framework for consistent,
transparent, sustainable and evidence-based decision-making
• The competences of Member States relating to maritime boundaries
and jurisdiction are not altered by this Directive.
Blue Growth
• Another cross-cutting policy identified by the IMP is the area of Blue Growth, or the
expansion of the economy related to the maritime sector and the creation of jobs
relating to the sea
• The main aim is to develop sectors that have a high potential for sustainable jobs and
growth, within the framework of the IMP which also provides for the accumulation of
knowledge, sustainable development and maritime safety and security
• It also promotes the establishment of sea basin strategies to ensure tailor-made
measures and to foster cooperation between countries
