HistoricalContext CrownallotmentswereauctionedinRichmond,FitzroyandCollingwoodin1839,twoyearsafterthefirst landsalesinthetownshipreserveofMelbourne.Furthersaleswereheldin1845.Between1846and1857 thepopulationinRichmondincreasedsignificantlyfrom402toover9,000andthiscreatedagreatdemand forhousing.MajorresidentialsubdivisionsoccurredinthenorthandwestofRichmondandretailand commercialcentresemergedalongBridgeRoadandSwanStreet.TheeasternpartofRichmondremained largelyundevelopeduntiltherailwaylinewasextendedtoHawthorn,viaBurnley,in1861. ManyofthemajorstreetsinRichmondhadbeenlaidoutby1860,howeverdevelopmentwas concentratedinthewest,closetotheCityofMelbourneandtherailwayline.Aboomindevelopment occurredinsuburbanMelbourneinthe1870sand1880sandmostoftheexistingsubdivisionpatternsin Richmondwerecompleteby1888. IndustriessuchaswoolwashingandtanningwereestablishedinRichmondfromasearlyasthe1850s, centredontheYarraRiver.Thesegrewinsizeandnumberinthe1860sandmanyworkersfound accommodationinsmall,newlyconstructeddwellingsnearby.By1880ratebooksindicatethat52 industrialestablishments,mainlyassociatedwithtanningandbrewing,hadbeenestablishedinRichmond. LittledevelopmentoccurredinMelbourneandorthesuburbsthroughthedepressionofthe1890s; however,bytheearlytwentiethcenturyconstructionrecommencedandmanylargefactorieswerebuiltin Richmondclosetorailandroadtransport.Industrynolongerdependedoncloseproximitytotheriverand insteadbecamedispersedthroughoutRichmond.Industrialcomplexeswereestablishedforsuch prominentmanufacturersasRosella(1905),Bryant&May(1909),WertheimPianosandBraesideShirts (laterPelaco)andengineeringworkssuchasRuwolt(c1910). Richmonddevelopedintoacentreofmanufacturingbythe1930sandtheCouncilchosetodesignatethree areasinthemunicipalityforindustrialuse.TheseincludedtheYarrabergarea,eastofBurnleyStreet betweenVictoriaStreetandBridgeRoad.Inthisarea,themansionofprominentidentityDavidMitchell, knownasDoonside,wasdemolishedin1931toenablethedevelopmentofanindustrialprecinct.The otherdesignatedindustrialzoneswerefromSwanStreettotheYarraRiversouthofRichmondandEast Richmondstations;andbetweenVictoriaandHighettstreets,westofLennoxStreet. PrecinctHistory Fromthe1850s,thelandonwhichtheDoonsideIndustrialPrecinctissituatedwasownedbybuilderand contractorDavidMitchell.AtthistimelandalongBurnleyStreet,betweenVictoriaStreetandBridgeRoad, wasdividedintotwoportionsandMitchellownedthenorthernportion.ThehouseknownasDoonsidewas constructedbyMitchellnearthepresentintersectionofDoonsideandBurnleyStreets.Thiswasthe birthplaceofMitchell’sdaughterHelenin1861,latertobecomeDameNellieMelba.Melbourne MetropolitanBoardofWorks(MMBW)detailplanno1078(1902)indicatesthatalargetimberworkswas situatedbehindthehouseandgroundsandabrickkilnandcementworkswerelocatedclosertotheriver. Alargeclayquarrywaslocatedtothenorth-eastofthehouseandanearlierquarrywaslocatedtotheeast ofthispit. PlansforthesubdivisionofMitchell’sDoonsideEstate(c16acresor6.5hectares)commencedin1929with thecreationofDoonsideandDavidStreets.In1931thelargeholdingsintheareaweresubdividedinto5056feet(15-17metres)widelotsfacingBurnley,DoonsideandDavidStreets.Asaresult,thehouseknown asDoonsidewasdemolishedinJanuary1931.ThislandwascontainedinoneoftheCouncil-designated 2 GJMHeritage industrialzonesandinMay193134factorysitesinBurnley,Appleton,DoonsideandDavidStreetswere offeredatauction. Changestomanufacturingpracticesduringtheinterwarperiodledtothedesignofnewsingle-storey factoriesonlargeblockswhichcouldaccommodateallproductionprocessesonasinglelevel.Doublestoreyfactoriesbuiltatthistimesimilarlyaccommodatedallproductionatgroundlevelandcontained officesattheupperlevel.Subdivisionsoflargeestatesaccommodatedthisnewrequisiteforlargefactory footprints.ItwasstatedinTheArgus,20January1938,p6,that‘factoriesaremovingtodistrictswherethe requiredspacecanbeobtainedatareasonableprice’andareastothenorthandeastofDoonsideStreet providedspaceforthistypeofdevelopment.Asaresult,theareabecameanindustrialprecinctfromthe 1930sandwasassociatedwithsuchindustriesasJexSteelWoolandRussellManufacturing(laterRepco). ThelargeindustriallandscapethatwascreatedinthevicinityofDoonsideStreetby1945hasbeengreatly modifiedsincethistimewithmanyfactorybuildingsalteredandothersdemolished.TheDoonside IndustrialPrecinct,constructednearthejunctionofBurnleyandDoonsideStreetscontainsthreeindustrial premisesthatdemonstratetheindustrialgrowthofthe1930s.ThesebuildingswereconstructedforJex SteelWool(1937-38),RussellManufacturing(1942,renamedRepco)andLeggettsProducts(c1939). HistoryofthePrecinctBuildings FormerJexFactory,77-79BurnleyStreet Thesingle-storeycornerbuildingat77-79BurnleyStreetwasconstructedin1937-38forthemanufacturers ofJexSteelWool.ThefactorywasdesignedbyarchitectEricCBeedhamandconstructedbytheSnider ConstructionCompany.Builtofredbrickwithacementrenderedparapet,bothfacadeshavebeen renderedandoverpainted.Aclockwasoriginallylocatedintheparapetofthechamferedcornerentrance andaflagpoleattachedabove.ThedesignwasillustratedanddescribedinanarticleinTheArgus,20 January1938,p6,andnotedasrepresentingthemoderndesigntrendinfactorieswhichenabledassembly onasinglelevel. TheconstructionofthefactoryfollowedthedemolitionofDavidMitchell’smansion,Doonside,in1931and acommemorativestonewasinsertedintothewallnearthemainentrance,recordingthebirthplaceof Mitchell’sdaughter,DameNellieMelba. Thearchitectofthebuilding,EricBeedham(1895-1947),waseducatedandtrainedinHobart,buthad settledinMelbourneby1927.Heinitiallyfocusedonresidentialcommissions,butbegantospecialisein factorydesigninthe1930s,andmanyofthesewerebuiltinSouthMelbourne.Bothinpartnershipwith architectJohnWright,1934-37,andinhisownpractice,BeedhamwasresponsibleformanyStreamlined Modernefactoriesduringthatdecade.HedesignedasecondfactoryinRichmond,fortheRolaCompanyon YarraBoulevard,Richmondin1938.Beedhamcontinuedtodesignindustrialbuildingsinthe1940suntilhis prematuredeathin1947. FormerLeggettProductFactory,1-9DoonsideStreet Asalreadynoted,DoonsideStreetwascreatedshortlyafter1931,asindicatedbyasubdivisionplan (LodgedPlan13552),howeverthestreetwasnotlistedintheSands&McDougalldirectoriesuntil1935, whichsuggeststhatconstructiondidnotcommenceinDoonsideStreetuntilc1934.Anadvertisementin TheArguson2Sep1939,p20,locatedLeggettProductsPtyLtdinDoonsideStreet,Richmond,indicating thatthefactoryat1-9DoonsideStreethadbeenbuiltbythisdate.Consideringitsstylisticdetails,itwas likelytohavebeenbuiltshortlybefore1939. SandsandMcDougallDirectoriesin1941listedthelotdirectly‘off65BurnleyStreet’asoccupiedby LeggettProductsPtyLtd,rubbergoodsmanufacturersandin1950listedthelot‘off77BurnleyStreet’as occupiedbythiscompany.LeggettProductsmanufacturedrubberproducts,includingbicycletyres. 3 GJMHeritage FormerRepcoFactory,81-95BurnleyStreet RobertGeoffreyRussellsetuptheRussellManufacturingCo.PtyLtd(automotivespareparts,accessories andgeneralequipment)inNorthMelbournein1927.In1930hisfactorymovedtotheformerplastermakingfactory,StucoldPlasticArtCo.,onthenorth-eastcornerofBurnleyandAppletonstreets,Richmond asrecordedinSandsandMcDougallDirectories.ThetradenameRepcowasregisteredinthatyear. ThefactorywasfirstlistedintheSandsandMcDougallDirectoryin1931asRussellManufacturing,motor accessories,at89-95BurnleyStreet.Tothenorthofthefactory,nos.85and87wereoccupiedbyhouses butthecompanygraduallyexpandeditsworkstoDoonsideStreetandin1938,TheArgusreportedthata newfoundryandwarehousehadbeenbuilt.ThisisbelievedtobetheModernebuildingonthecornerof AppletonStreet,whichwouldhavereplacedtheearlierplasterfactory(Raworth2013:4-5,8). Thetwo-storeybuildingat26DoonsideStreet(HO252)wasbuiltfortheRussellManufacturingCo.c1939. Thefirstfloorofthisbuildingwasusedforlaboratories,andthegroundfloorforoffices(AllomLovell 1998:121).InMarch1942,theRussellManufacturingCo.purchasedthelandtothenorthoftheirexisting propertyinBurnleyStreet,uptothecornerofDoonsideStreetandtheexistingbuildingonthiscornerwas builtthatyear.Animageofthisbuildingfrom1943(inRaworth2013:5)indicatesthatthebuildingwas constructedofvariegatedcreambrickswithrenderdressings(sinceoverpainted).Thisfactoryexpansion wasdescribedina1943advertisementintheSands&McDougallDirectory(citedinRaworth2013:5): RepcoiscloselyassociatedwithAustralia’swareffortontheindustrialfrontandisengagedin producingitsquotaofmunitionsandwarequipmentaswellasasteadyflowofautomotiveparts foressentialservices.Tomeettheextrastrainplacedonthemanufacturingdivision,anewplant andextensionofitsfoundrywerecompleted. BytheendofWorldWarII,themajorityoftheRussellFactorydevelopmentwascompleted,excludingthe south-eastcornerof81DoonsideStreet.Thisisevidentinanaerialphotographof1945.By1958the factorydevelopmentextendedto13and15AppletonStreet.From1962,Sands&McDougallDirectories indicatethattheRussellManufacturingstoragefacilitywaslocatedat21-27AppletonStreet. TheprecinctislocatedjustnorthoftheYarrabergresidentialarea,andthefactoriesoftheprecinctwere builtinwhatwasformerlyaresidentialarea(includingopenlandconnectedwithMitchell’s‘Doonside’ 4 GJMHeritage mansion).Thethreebuildingsarealllateinterwarindustrialbuildingsconstructedwithinafewyearsof eachother.AssuchtheyareModerneinstyle. 77-79BurnleyStreet Thebuildingat77-79BurnleyStreetisasingle-storeyredbrickbuildingwithacementrenderedparapet concealingthefactoryroof.TheBurnleyandDoonsideStreetfacadeshavebeenrenderedandoverpainted. Thebuildinghasnosetbackoneitherstreetfrontage.Situatedonacornersite,thebuildinghasa chamferedcornerentrancewithModernebasreliefsandfluteddetailsappliedtotheparapetabove.The centraldoorhasasteppeddetailsurroundandacurvedconcretehoodaboveit,whilethemainfacades eithersideareincisedwithhorizontallinesaboverowsofwindows.Theoriginalwindowshavebeen replacedwithlargesinglepanesofglass. 1-9DoonsideStreet Thebuildingat1-9DoonsideStreetisatwo-storeybrickbuildingwitharenderedupperfloor.Itisalarge buildingwhichoccupiestheentireallotmentandhasaseriesoffiveparallelroofsrunningeast-west,all concealedbehindthefrontandsideparapets.Unpaintedredbricksidewallssuggestthelikelybrickcolour oftheoverpaintedfrontfaçade.Thelargelyunadornedfrontfaçadehaslonghorizontalbandsofwindows whichbalanceaverticalentrance‘tower’atthecentre.Brickpillarsflanktheentranceandstepuptoa centralsectionwhichbearstheraisedletters‘Leggetts’setonadiamondbase.Aseriesoftallvertical windows,dividedbynarrowbrickpiers,arelocatedbelowthesignandashallowconcretehoodprotects twocentraldoorways.Windowsaremulti-panedsteelframedbetweenbrickpiers. 5 GJMHeritage 81-95BurnleyStreet Photo:VictorianHeritageDatabase Thebuildingat81-95BurnleyStreetwaspartofalargercomplexdevelopedbytheRepcoCompany.Itisa two-storeyinterwarModernestylebuildingwithchamferedcornerandnosetbackoneitherstreet frontage.Externalwallsareconstructedoffacebrickwithrendereddressingsandarenderedparapet concealingtheroofline.Allexternalsurfaceshavebeenoverpaintedwithtexturedpaint.Thereare regularlyspacedmulti-panedsteel-framedwindowsonbothsides,linkedtogetherbycontinuous projectingconcretehoods.Horizontalunderscoringlinesthetwomainfacades.Contrastingwiththe horizontalcharacterofthefacades,thecornerentryismarkedbyverticalglassbrickwindowswitha renderedsurround. Integrity TheDoonsideIndustrialPrecinctcontainsthreebuildingsthatarefairlyintactexternally,despitethe overpaintingofallfacades.Theapplieddetailingtoallfacadesremainslargelyintact,withtheexceptionof signagetotheparapetsof77-79and81-95BurnleyStreets.Flagpoleshavebeenremovedfromboththese buildings,alongwithaclockfromtheformer.Anupperstoreysectionhasbeenaddedtopartofthe DoonsideStreetfaçadeofthebuildingat81-95BurnleyStreet. Allthefenestrationof77-79BurnleyStreethasbeenalteredandthatoftheDoonsidefaçadeof81-95 BurnleyStreetshasalsobeenchanged.TheupperopeningsofthelatterhavebeenalteredalongDoonside Streetandtheloweropeningshavebeeninfilledwithglassbricks.Incontrast,thebuildingat1-9Doonside Streetretainsthemajorityofitsoriginalopeningsandmulti-panedsteelframedwindows.
