The European Strategy for Particle Physics
(Steinar Stapnes, EUROn annual meeting)
1. European particle physics is founded on strong national institutes, universities
and laboratories and the CERN Organisation; Europe should maintain and
strengthen its central position in particle physics.
2. Increased globalisation, concentration and scale of particle physics make a well
co-ordinated strategy in Europe paramount; this strategy will be defined and
updated by CERN Council as outlined below.
 European Strategy Session of Council
 Strategy Secretariat (Secretary, ECFA chair, SPC chair, Representative for
Laboratory Directors , and work closely with the CERN DG)
 An important element of their work is to build up a portfolio of projects that
represent the implementation of the European Strategy for Particle Physics
 5 yearly review (would mean next Sept. 2010-July 2011)
 Preparatory Group will be set up (including Secretariat)

Studies of the scientific case for future neutrino facilities and the R&D into associated technologies
are required to be in a position to define the optimal neutrino programme based on the
information available in around 2012; Council will play an active role in promoting a coordinated
European participation in a global neutrino programme.
Neutrino issues
• Future R&D and European facilities addressed by EURUν and
also EUCARD WP3, NEu2012 – already recognized by Council
as part of the European Strategy for Particle Physics
• Ongoing or near term projects to consider:
 CNGS program, DCHOOZ, T2K all are European or have significant
European participation
• Areas to study in more detail:
 “Smaller” neutrino experiments: Double beta decay experiments,
KATRIN for example
 Future underground/water facilities – linked to ApPEC roadmap
• European Strategy and International Strategy:
 Need in parallel a realistic European R&D program including CERN
where appropriate (examples would be test-beams and access to
infrastructures) - how much is covered (not covered) by the EU
projects mentioned above
 And in parallel coherent actions towards a global neutrino program is
needed
