EMERGENCY SERVICES SUPERVISOR
General Statement of Duties
Performs supervisory and technical work in the emergency medical services unit of the
county.
Distinguishing Features of the Class
An employee in this class coordinates and supervises the activities of a staff of EMTs on an
assigned shift and insures all equipment and supplies are maintained. Work involves identifying
training and materials needed for budget preparation. Work requires providing direct medical
services in emergency situations. Assists in scheduling personnel and finding replacements when
necessary. Trains employees and assists with performance reviews for employees assigned to their
shift. Work involves frequent public contacts, and considerable independent initiative and
judgment. The employee is subject to hazards in the emergency management and medical services
work including working in both inside and outside environmental conditions, hazardous fumes,
dusts, odors, mists, and gases. Work may expose the employee to human blood or body fluids and
thus the job is subject to the OSHA requirements on blood borne pathogens. Work is supervised by
the Emergency Services Director and/or the Operations Supervisor and is evaluated through
conferences, results of work, reports, and public feedback.
Duties and Responsibilities
Essential Duties and Tasks
Plans and coordinates all emergency medical services training programs at the basic and
advanced levels on an assigned shift; insures compliance with NCOEMS and the program medical
director requirements; prepares educational outline and distributes to appropriate response
agencies; audits certifications and certifies local instructors; develops training schedules.
Assists in planning and organization of clinical operations of departmental services; serves
in the absence of the Emergency Services Director.
Identifies and recommends equipment and supplies needed to provide medical services to
citizens.
Checks and has repaired all equipment, facilities and materials on their shift to insure proper
operation.
Develops schedules for full-time and part-time staff, finds replacement, insures proper
training of assigned staff to maintain Certifications and to comply with directives.
Researches and recommends equipment; insures proper maintenance of equipment.
Researches, recommends and provides training on new medical procedures utilized by prehospital providers to enhance the clinical program.
Assists with purchasing of equipment, materials, and supplies.
Insures proper training for emergency medical services employees and volunteer providers within
the county; coordinates clinical activities for volunteer and educational programs.

Provides liaison services between the department, other EMS units, or other public service
agencies.
Responds to emergency calls and coordinates the provision of medical services making
assessments of most critical problems and decides on treatments to be administered and in what
sequence.
Responds to complaints, questions, and information.
Assures the maintenance and completion of records, reports, and other information required
in this field.
Participates in planning and conducting interviews to evaluate applicants' clinical abilities.

Knowledge, Skills and Abilities
Considerable knowledge of federal, state, and local policies, procedures, and regulations
and protocols pertaining to emergency medical services.
Considerable knowledge of resources available for emergency assistance from local, state
and federal agencies.
Thorough knowledge of emergency medical practices and procedures.
Working knowledge of County personnel, budget, purchasing and other related policies and
procedures.
Working knowledge of laws and regulations related to emergency medical liability issues.
Ability to interpret, explain, and apply a wide variety of policies, procedures, and
regulations.
Ability to react quickly, effectively, and professionally in emergency situations. Ability to
exercise sound judgment and determine best options and decisions for handling emergency
matters.
Ability to plan and organize work to meet deadlines and governmental requirements.
Ability to establish and maintain effective working relationships with law enforcement
agencies, volunteer fire services, public officials, hospitals, schools, and the general public. Ability
to supervise a EMS shift including knowledge of budgeting, personnel, and
purchasing requirements.

Ability to react quickly, effectively, and professionally in emergency situations. Ability to
use sound judgment and determine most appropriate options during stressful emergency
situations.
Ability to establish and maintain effective working relationships with law enforcement
agencies, volunteer fire services, public officials, hospitals, schools, and general public.
Ability to communicate clearly in oral and written form and conduct effective public
speaking and training programs.
Physical Requirements
Must be able to perform the physical life functions of climbing, balancing, stooping,
kneeling, crouching, crawling, reaching, standing, walking, pushing, pulling, lifting, fingering,
grasping, talking, and hearing.
Must be able to perform heavy work exerting up to 100 pounds of force occasionally, and/or
up to 50 pounds of force frequently, and/or up to 20 pounds of force constantly to move objects.
Must possess visual acuity to prepare and analyze data and figures, perform accounting
functions, operate a computer terminal, operate a motor vehicle, do extensive reading and use
measurement devices.
Desirable Education and Experience
Graduation with an associate’s degree in health sciences or related field, and considerable
emergency services experience; or an equivalent combination of education and experience. Four
year degree in health sciences or related field desired.
Special Requirement
Possession of a valid North Carolina driver's license.
Certification by the North Carolina Medical Examiners Board as an Emergency Medical
Technician—Paramedic for more than one credentialed period.
Ability to obtain NCOEMS Coordinator Certification within one year.
Managerial/supervisory experience preferred.
Instructor certification in at least one EMS related field. (CPR, ACLS, PHTLS, PEPP, etc.)
