TAYLOR COUNTY SCHOOLS 2016 - 2017 SCHOOL YEAR VACANCY NOTICE POSTING DATE: POSTING EXPIRES: April 19, 2017 April 25, 2017 TITLE: Treasurer/Chief School Business Official IMMEDIATE SUPERVISOR: Superintendent FLSA/CONTRACT STATUS: Exempt EMPLOYMENT TERM: 261 Days SALARY: As per Taylor County Schools Pay Schedule EVALUATION: Performance in this position will be evaluated by the immediate supervisor and in accordance with WV State Board Policy 5310 and Taylor County Board of Education Policy. JOB SUMMARY: Responsible for the school district’s budgeting, accounting, and financial reporting functions while working cooperatively with State Department of Education personnel, school district staff, and community representatives to implement good business practices for attaining the goals of the school system as they relate to fiscal integrity and accountability. SUPERVISORY RESPONSIBILITIES: All assigned business office staff. QUALIFICATIONS: 1. Hold a minimum of a Bachelor’s Degree in Business Management, Finance, or Accounting from an accredited institution with a minimum of 24 hours in Accounting and minimum 2.5 GPA; 2. Preference for a person with successful school finance experience in areas related to the position. 3. Preference for a person with knowledge/experience in the West Virginia Education Information System (WVEIS); 4. Candidate must meet the qualifications for Initial Authorization for Chief School Business Official; 5. A broad knowledge of the school system’s operations; 6. Demonstrated ability to communicate effectively; 7. Knowledge of generally accepted accounting principles for governmental entities; 8. Possess knowledge of West Virginia Board of Education Office of School Finance regulations. PERFORMANCE RESPONSIBILITIES: 1. Serves as treasurer and administers the financial affairs of the school system; 2. Serves as custodian of all financial assets; 3. Assumes responsibility for payrolls, accounts payable, purchasing, fixed asset accounting, and related functions; 4. Assists with the financial aspect of all construction projects; 5. Ensures the school district and individual schools are audited in accordance with WV Code 6-9-7, and that resolution of any findings are noted and corrected; 6. Supervision of accounting operations and business office personnel. 7. Controls all the treasury functions including investments, as allowed by law and Board policy; 8. Oversees and directs the operation of finance for the school system within the realms of accounting, budget, and treasurer; 9. Develops and manages the annual budget and oversees the budget development process for the school system; compiles annual budget requests from county office administrators and compiles them for recommendation to the superintendent and board of education; 10. Maintains budgetary controls to ensure that expenditures are made in accordance with the approved budget; 11. Monitors all budget categories and provides fiscal information as required; 12. Monitors the allocation of fiscal resources to system programs, related communications, receipts, and financial analysis; 13. Acts as administrative fiscal officer for the school system; 14. Serves as the chief election officer/coordinator of special elections related to excess/bond levies; 15. Serves as treasurer on the Mary Battle Committee; 16. Serves as coordinator of all Freedom of Information Act (FOIA) requests; 17. Receives requests to adjust budget accounts and recommends to the superintendent approval for budget transfers; 18. Receives, reviews, and approves all grant awards and assigns the project code and submits to the superintendent for final approval; 19. Receives and reviews all supplemental budget projects and recommends to the superintendent approval for budget supplements; 20. Provides for the maximum investment of funds; 21. Prepares monthly financial reports of all funds maintained by the school system and presents copies to appropriate administrators; 22. Prepares monthly Treasurer’s Report of revenue, expenditures and balance of all funds and submits to the superintendent and board of education; 23. Prepares monthly Treasurer’s Statement of Investments and submits to the superintendent and board of education; 24. Prepares monthly financial statements of all funds maintained by the school system for submission to the State Board of Education; 25. Assumes responsibility for the capital assets inventory system and depreciation calculation; 26. Works with other departments to maximize Medicaid revenue; 27. Manages the district’s insurance programs, including the solicitation of bids, evaluation of and presentation to the Board for approval. 28. Supervises the processing of Workers Compensation and Unemployment Compensation claims; 29. Provides for a uniform system of financial accounting for the individual schools; 30. Assumes responsibility for providing periodic training of the financial reporting requirement of 31. 32. 33. 34. 35. 36. 37. 38. 39. 40. 41. 42. 43. 44. the individual schools; ensuring that annual audits are conducted of all school accounts; and following up on all findings noted to ensure that they are resolved within a timely manner; Works closely with all departments to develop all revenue sources fully to maximize resources for the school system; Provides levy estimates for local share of taxes; Negotiates contracts involving special facilities and programs; Submits all required reports to the State Board of Education accurately and in a timely manner; Maintains those ethical business processes required for the efficient financial operation of the school system; Participates in administrative decision making as a member of the County Office Leadership Team; Follows the established personnel evaluation procedures for staff members; Utilizes self-appraisal for the improvement of administrative skills; Demonstrates unbiased attitudes in fulfilling administrative responsibilities; Serves on various standing and ad hoc committees; Participates in continuing professional development activities and maintains a current authorization as Chief School Business Official; Assures compliance with all state and federal law postings requirements; Adheres to Employee Code of Conduct as outlined in Taylor County Schools’ Policy and Performs other duties deemed appropriate and assigned by the Superintendent and/or immediate supervisor(s).
