To reaffirm my will for peace and to ensure that governments fullfil their duties and their pledges,

WORLD CITIZENS’ PACT
for Peace, Human Rights and Just and Sustainable Development
I undertake not to participate in acts of war and I shall stand out against the actions of those who do or who
prepare to do so, even when the defence of rights and interests - real or presumed - of myself or the community to
which I belong is at stake. I approve of the use of force, individual or collective, without homicidal intent, strictly for
the aims of defending the lives and fundamental rights of individuals and populations. Within the bounds of my
strength, ability and every means, I shall give effect and support every form of civil resistance against war, of
non-violent action, and of mutual co-operation, so as to establish and maintain peace and the respect of the human
rights, that is attended by justice and safety for all; I shall take steps to maintain a life style and a level of
consumption compatible with achieving just and sustainable development for mankind and for nature.
I undertake to give my political support only to those who work actively for peace and against any form of
violence through governmental, legislative, and diplomatic action consistent with this endeavour, including such as is
unilateral, the essential priorities in which action I consider to be :
- subordinating to popular democratic control and sovereignty – as exercised through the parliaments of national states
or unions, federations, and confederations thereof – all international and supranational bodies invested with powers
to manage the political, economic, and social relations of mankind, starting with United Nations (UN), the World
Trade Organisation (WTO), the World Bank and the International Monetary Fund (IMF), as well as all political,
economic, and military alliances, pacts, and agreements; said agencies must, accordingly, be reformed,
re-established on a new basis, or done away with, therein abolishing or re-formulating the rules as to the right of veto
and defining broader and fairer criteria for representing all world citizens; according to the UN – as also the
International Court of Justice and the International Criminal Tribunal - full and effective supranational authority and
thereby providing them with the funds and resources needed to exercise that authority;
- initiating a meaningful programme of general disarmament, starting with nuclear weapons and those
causing killing, injury, and destruction that are indiscriminate, are on a mass scale, or are particularly
inhuman; converting the military establishment in each nation into a body charged with preventing war,
with emergency service functions, and with environmental protection; abolishing military tribunals; placing
the production and sale of arms under the rigid control of each state and the supervision of the UN so that
they are solely at the service of national police forces and of the UN;
- reaffirm effectively the priority of the rights and the needs of all persons over any other demand or
pseudo-natural law, ideological or religious, ethnic or nationalist, economic or financial; establishing fairer
economic relations between nations, especially between the richer nations of the North and the poorer
ones of the South, by applying the principles of equity to trade as well as through social clauses that
protect workers' rights and indigenous cultures, so as to defend the weakest and to ensure the safety of all;
- to adopt a concrete policy of environmental care, protection, prevention, of energy saving, and one that reduces the
ecological impact of all human activity – this to safeguard nature, to which we are indebted for its hospitality;
- abolishing official state secrets and the inherent perfidy of secret services, these having little or nothing to
do with the effectiveness of short-term limited operational secrecy while provoking suspicion and distrust between nations and being often instrumental in anti-democratic and socially de-stabilising manoeuvres that escapes control; founding, by contrast, the mutual safety of all on openness and sincerity;
- guaranteeing freedom and pluralism in matters of information and culture, so that truth prevails over
falsehood and diversity brings not division and antagonism but rather enrichment for all.

Accordingly, at elections I shall cast my vote solely in favour of those candidates and political forces who
explicitly subscribe to the points in this pact and who demonstrate a genuine commitment to implementing them.
