Specialist Health Improvement Practitioner – Substance Misuse Summary of Post This is a full-time post of 37 hours per week with a substantive contract within the newly formed Public Health and Wellbeing Division. Purpose of the role is to assist the Substance Misuse Programme Lead in the operational management of the South Gloucestershire commissioned substance misuse services. This will involve being the lead officer for chairing local meetings and steering groups. Ensuring the annual treatment plan is written and delivered, reporting to the Joint Commissioning Group on its progress and managing internal audits regarding NICE and PHE compliance. Main Duties Under the supervision of the Programme Lead, within the specific work programme, the specialist health improvement practitioner is responsible for developing, implementing and driving forward a public health programme. This will involve supervising service providers, delivering commissioned services and working in partnership across the local authority with a range of stakeholders. This will be in a variety of settings, utilising staff and resources and developing protocols and care pathways. To coordinate and deliver specific community engagement initiatives and programmes, and (where appropriate) assist in the management or supervision of a team or service area, providing community engagement activities and initiatives. The post holder will need to take account of safeguarding issues as appropriate. The post holder will manage and supervise one member of staff and cover the role of Community Care Assessor during periods of leave. The post holder will oversee on behalf of the commissioning team all commissioned providers, in order to deliver service targets. This will include chairing various meetings and developing action plans. To act as a lead for attending partner and stakeholder meetings, such as MARAC, mental health or substance misuse death in service reviews. The substance misuse budget of £3,500,000 will be managed by the line manager, however the post holder may be authorised to spend from the programme area budget. Please note that the post holder will not be the budget holder. The post holder will provide training, which is likely to be delivered off site or in a community setting and this may involve using equipment or displays. To maintain contact and influence the practice of the specialist services in various settings, including primary care, voluntary sector and educational settings across South Gloucestershire. This post oversees 3-4 providers and involves regular contact with service users, their carers and other professionals in each case. The workload involves some very complex cases with stakeholders, partners and both individuals and families facing significant challenges relating to substance misuse. This can include disability, mental ill health, contact with the care system and criminal justice system, as well as family breakdown. Safeguarding is often a factor and the work can mean working as an individual as well working alongside multi agencies. Ability to write and deliver annual substance misuse planning strategies. You will be able to manage risk both using information prior to working with clients but also as situations arise. You will have experience of working with colleagues, partners and customers. You will have knowledge of relevant legislation, codes of practice and support mechanisms such as child protection, NICE, lone working and communication channels with the Programme Lead. Desirable Understanding of the current substance misuse services and the Public Health England ‘Public Health Outcomes Framework’ requirements. A knowledge of the National Drug Treatment Monitoring System and the data reports which are used to monitor treatment services. Additional Information Interviews will be held on 21st May 2015.
