Political move-Since they were running out of supplies, he needed to do something, so he wouldn’t look like he was giving into the rebels (he decided to send supplies instead). 2. How did states in the upper South respond to Lincoln’s call-up of the militia? With anger—and VA, NC, TN, AR—all seceded & became part of the Confederacy. Border states remained as part of the Union but still were slave states- MO, KY, MD & DE. (Western part of VA sided with Union and broke away to stay with the North-becoming a new state in 1863!) 3. How did Virginia’s decision to secede improve the South’s chances of winning? VA= wealthy state, heavily populated. Confederate capital put in Richmond, VA. Major player for Confederacy= Robert E. Lee- trained at West Point & opposed slavery and leaving the Union-but torn b/c VA was his birthplace- so he joins Confederate army. 4. What did the Confederacy hope to gain by withholding cotton from the market? Cotton was king---it provided Europe most of its cotton!! Europe afraid of being cut off, so South believed France & Britain would be forced to provide South with much needed aid to their cause---but it backfired--- b/c Europe had surplus cotton!! 5.
