UnitingCare Health: Half Time Chaplain/Pastoral Care Manager

The Chaplain/Pastoral Care Manager will respond faithfully to God’s call to express the
compassion and healing of Christ to people who are in hospital, their family and hospital staff.
REQUIREMENTS:
1. Performance
• Adheres to the Code of Ethics and Ministry Practice and the Regulations of The Uniting Church
in Australia (UCA).
• Is familiar with and adheres to all UnitingCare Health(UCH) policies and procedures, particularly
those of confidentiality and consent.
• Will work independently and to exercise initiative and professional judgement within prescribed
areas of responsibility and authority.
• Will be flexible and responsive to the Pastoral Care role.
• Able to set priorities and manage own workload.
• Willing to undertake all tasks in accordance with the stated aims and objectives of
the pastoral care department.
• Able to work within an ecumenical ethos.
• Regularly accesses professional supervision.
• Will manage all programs, policies and personnel pertinent to the position description.
• Will be guided by the Basis of Union and will submit to the discipline of the UCA.
2. Knowledge
• Training and experience in pastoral care in a health care setting.
• An theological understanding of sickness and death as stages of life’s journey.
• Knowledge of faith development, grief theory and mental health issues.
• A knowledge, understanding and practice of a spiritual life
• Understanding of other faiths, cultures and spiritualities.
• Knowledge of Leadership and Management practices.
3. Skills
Demonstrated competence in delivering Pastoral Care in crisis situations
• High level of interpersonal and written communication skills.
• Demonstrated ability to conduct meaningful worship activities.
• Ability to lead and manage a Pastoral Care team and
direct and review its activities.
• Reliability in meeting deadlines and commitments.
• Demonstrated skill in decision making and problem solving.
• Demonstrated capacity for ethical decision-making.
• Competence in the use of information technology.
• Ability to conduct debriefing meetings.
4. Attitudes
• Integrity, honesty, tact and discretion and a commitment to hospital
Pastoral Care.
• Understanding and maintainenance of self-care behaviours, including spiritual, physical and
emotional well-being. (UCA Code of Ethics & Ministerial Practices 3.8)
 Commitment to working as part of a multi-disciplinary team
QUALIFICATIONS
Minimum
• Ecumenical Hospital Pastoral Care Course, Cert IV in Pastoral Care, or an equivalent.
• Experience of Pastoral Care in a health care setting.
 Theological education
Desired
• Further relevant tertiary qualifications.
DUTIES
1. To represent The Uniting Church in Australia within the life of the hospital and
contribute to the implementation of the Mission, and Shared Values of UnitingCare
Health (Compassion, Respect, Justice, Working Together and Leading through
Learning).
2. Lead and manage pastoral care services within the hospital community.
3. Lead and manage the Pastoral Care Team.
4. Lead and Manage all resources of Chaplaincy to meet designated responsibilities.
5. For the first year of placement co-ordinate the recruitment, placement and rostering of
volunteers at St. Stephens Hospital Hervey Bay
Performance Indicators
Duty 1: To represent The Uniting Church in Australia within the life of the hospital
and contribute to the implementation of the Mission, and Shared Values of
UnitingCare Health.
1.1 Demonstrate an understanding of and respect for the Mission, and Shared Values
(Compassion, Respect, Justice, Working Together, and Leading through Learning) of
UnitingCare Health, and the operational goals of the particular hospital. This will have been
satisfactorily achieved when the Chaplain has:
• Completed the Induction and Orientation day with UnitingCare Qld, and the
Orientation process of the hospital.
• Engages in any ongoing training associated with the Mission, and Shared Values of
UnitingCare Health and the particular hospital.
• Demonstrates the Shared Values when working with patients, families, members of
staff and volunteers.
1.2 Present a professional approach in one’s own appearance and behaviour. This will
have been satisfactorily achieved when the Chaplain:
• Adheres to the UCA Code of Ethics & Ministry Practice and the UnitingCare Health
Code of Conduct.
• Adheres to the policies and procedures of the hospital and/or UnitingCare Health.
• Complies with any other State or Federal legislation relevant to the workplace.
Observes policies, procedures and legislative requirements (for example Workplace
Health & Safety and Privacy, Equal Employment Opportunity, Quality Assurance,
Anti-discrimination and Environment
• Attends mandatory training as required and ensures pastoral care team fulfil these
same requirements.
• Complies with staff responsibilities, standards and policies of the Pastoral Care
department.
• Observes work hours and using work time effectively.
1.3 Represent the pastoral care department of the hospital at Presbytery, Synod and
other relevant ecumenical functions/bodies. This will have been satisfactorily achieved
when the Chaplain:
• Attends Presbytery, Synod and other relevant Church gatherings for the hospital and
Pastoral Care Team.
• Provides information back to the Pastoral Care Team regarding the outcomes or
discussion of Presbytery, Synod, chaplaincy support network and other relevant
Church meetings.
Duty 2: Lead and manage pastoral care services within the hospital and UCH
community
2.1 Provide support and faith development to staff, patients, families and volunteers within the
hospital environment. This will have been satisfactorily achieved when the Pastoral Care
Manager:
• Accepts referrals for persons who desires Pastoral Care.
• Communicates effectively with doctor/clinical manager/nurse and completes appropriate
documentation.
• Referrals (email, phone, letter, in person) from patient/family member/doctor/clinical
manger/nurse/volunteer are answered promptly and followed up.
• Where appropriate, people are referred to other care givers within the hospital or in
the wider community. (UCA Code of Ethics 3.4)
2.2 Maintain, grow and develop skills and knowledge associated with the provision of
pastoral care. This will be satisfactorily achieved by:
• Participating in formal performance management processes as required by the
Chaplaincy Commission and UnitingCare Health.
• Continuing self development through participation in education programs, workshops
and seminars.
• Engaging in regular professional supervision.
2.3 Assess and address the spiritual needs of patients visited according to age, stage of
life journey.
This will have been satisfactorily achieved when:
 Pastoral care is provided which reflects the spiritual needs of the patient according to
age and stage of life.
• Appropriate records are kept.
• Where appropriate referrals are made
2.4 Contributing to a continuous quality improvement approach to the provision of
Pastoral Care. This will be achieved by:
• Attending regular meetings and planning days associated with Leadership,
Management, Safety and Quality processes.
• Contributing to the improvement of work systems and processes.
2.5 Patients at St.Stephens are visited regularly, prioritising according to need. This will
have been satisfactorily achieved when:
• Daily admission lists are collected.
• Plans are in place to identify and visit those in most need.
• Visits are recorded appropriately.
• Record of after hours call-in’s are kept.
 Patients and families report satisfaction with Pastoral Care visits in hospital and UCH patient
satisfaction surveys
2.6 Provide opportunities for regular worship to patients, their families, and staff. This will
have been satisfactorily achieved when:
• The Manager ensure that services are provided on a regular and occasional basis (Christmas,
Easter, Anzac day etc).
• Patients and staff are aware of opportunities for worship,
• Patients and staff regard worship opportunities provided as helpful.
• Worship rosters, and notification of worship opportunities are recorded.
• The sacramental needs of patients are met through the provision of sacraments.
Duty 3: Lead and manage the Pastoral Care Team
3.1 Be a Leader and an active member of the Pastoral Care team. This will have been
achieved by the Pastoral Care Manager when he or she:
• Provides/prepares access to patient lists for the pastoral care team and visiting
clergy/denominational pastoral care visitors.
• Facilitates regular Pastoral Care team meetings.
• Builds rapport with and between members of the Pastoral Care team.
 Participates in regular Pastoral Care Managers meetings
3.2 Support ecumenical relationships within the hospital. This will have been satisfactorily
achieved when:
• The relationships between the Pastoral Care Manager and other denominations are evidenced
as healthy.
 The spiritual and religious needs of other patients from other denominations and faiths are met.
3.3 Participate in hospital committee meetings as appropriate. This will have been
satisfactorily achieved when the Manager:
• Attends hospital management meetings as representative for the Pastoral Care Team.
• Meets regularly with General Manager, (or similar position) of the hospital to provide
information regarding the Pastoral Care Department.
• Provides information back to the Pastoral Care Team regarding the outcomes or
discussion of management or General Manager meetings.
Duty 4: Manage the resources of Pastoral Care to meet designated responsibilities
4.1 Facilitate administrative functions within the Pastoral Care Department This will have been
satisfactorily achieved by:
• Co-ordinating Pastoral Care services to fulfil the pastoral needs of staff, patients and
their families within the hospital.
 Monitoring work hours of volunteers each week
• Coordinating Pastoral Care provision during volunteers' leave
• Supporting members of the Pastoral Care team appropriately.
• Working collaboratively to create relationships with personnel of other disciplines, i.e.:
medical, nursing and allied health professionals and other denominations and
religions.
4.2 Providing leadership for the development, implementation and review of Pastoral
Care staff and services. This will have been satisfactorily achieved by:
• Modelling professional development by attending training and engaging in
professional supervision.
• Participating in special projects for UnitingCare Health, Presbytery, and The Uniting
Church in Australia, Qld Synod associated with pastoral care provision.
• Develop appropriate systems to support the effective and efficient provision of
pastoral care within the hospital setting.
 Collate and collect appropriate data regarding the provision of pastoral care within
the hospital setting to assist with planning needs.
• In consultation with the Synod chaplaincy Commission and UCH Director of Mission;
participating in regular performance reviews
• Facilitate relevant continuing education for Pastoral care team members.
• Ensure Pastoral care team members participate in training and development
activities and have regular supervision.
• Addressing performance issues as they arise, and referring those to the UCH Director
of Mission and St. Stephens Hospital management as appropriate.
Duty 5: For the first year of placement co-ordinate the recruitment, placement and
rostering of volunteers at St. Stephens Hospital, Hervey Bay.







Preparing and managing volunteer rosters
Preparing and distributing occasional volunteer newsletters.
Managing ‘Buddy’ process for training of new volunteers
Interviewing and conducting orientation.
Managing and updating volunteer information
Organising and conducting volunteer catch ups/education
Dealing with specific issues as they arise.
Selection Criteria
SC1. Demonstrated understanding of the theology / philosophy of Pastoral Care and the
ability to apply this theology / philosophy through the role of Pastoral Care Manager.
SC2. Relevant qualifications in Pastoral Care.
SC3. Demonstrated competence and experience in a relevant Pastoral Care role. Experience in a
health care setting will be highly regarded.
SC4. Demonstrated high level of written, spoken and interpersonal communication skills.
SC5. Demonstrated leadership skills and experience.
SC6. Demonstrated ability to work effectively as a member of an interdisciplinary team.
SC7. Demonstrated skills in managing a team of volunteers including recruitment, performance
appraisal and grievance management.
SC8. Good understanding of the relevant legislation (e.g. Workplace Health and Safety,
Equal Employment Opportunity, discrimination practices and behaviours as applied in the
working environment.)
SC9. In possession of a current ‘Suitability to Work with Children “Blue” card’.
SC10. In good standing with, and recommended by own denomination.
Decision Authorities
The Manager has the authority to make decisions in matters involved in:
• The organisation of day to day activities.
• Providing access to patient lists for pastoral care volunteers and visiting clergy/denominational
visitors
• In consultation with the St. Stephen's management and UCH Director of Mission;
performance management of pastoral care volunteers, including performance appraisal.
• The gathering of appropriate records and data.
Accountability
• The primary day to day reporting relationship will be to the General Manager of St. Stephens
Hospital or their delegate, in relation to patient and staff welfare and protocol, volunteer coordination and day to day conduct of pastoral care services within the hospital.
• The Director of Mission, UCH for matters relating to the expression of the Mission of the
Church within the hospital, and complaints regarding Chaplaincy and Pastoral Care
Services.
• Synod Chaplaincy Commission in relation to chaplaincy standards and policy.
• Relevant Presbytery in consultation with UCH Director of Mission and the Synod
Chaplaincy Commission in matters relating to the Code of Ethics and Ministry
Practice.
Remuneration
• Stipend according to Synod Regulation 2.4.20 and Qld Synod By-Laws
