NATIONAL NEEDS ASSESSMENT REPORT ZERO DRAFT Initial Assessment Bangladesh UNEP, Bangkok, Thailand 26 January 2017 1 NATIONAL NEEDS ASSESSMENT REPORT TEMPLATE Executive Summary o Environmental data and information is cross-cutting in nature; o Environmental data is collected by several agencies, namely, Department of Environment, Bangladesh Forests Department, Bangladesh Meteorological Department, Department of Disaster Management, Bangladesh Water Development Board, Department of Agriculture Extension, Dhaka WASA; Directorate of Health, Department of Public Health Engineering etc. o Department of Environment has International obligations to Multilateral Environmental Agreements o Statistical Act, 2013 of Bangladesh has given BBS as a stand-alone agency for collecting, compiling, analysing and disseminating all types of statistics in the country; o Inter-Ministerial Technical Working Committee has been formed for coordination among 28 Ministries/Divisions/Agencies; o Bangladesh Environmental Statistics Framework 2016-2030 is expected to be the future base of environmental data and statistics in the country. Key findings and options for consideration Part A: Priority Needs for Environmental Information and Statistics 1) National Context This section describes important processes which underpin setting the environmental policy direction of the country; and processes which monitor policy implementation, including the national sustainable development plan and other relevant sectoral plans; the national State of the Environment reporting (SoER) as well as reporting obligations under multi-lateral environment (MEA) agreement and SDGs, etc. a) The country’s environmental data reporting obligations at national level (e.g. for national state of the environment reporting – SoER and for monitoring the national sustainable development plan), Bangladesh has National Sustainable Development Plan 2015; which was prepared by the Planning Commission National State of Environment Reporting obligation lies with the Ministry of Environment and Forests (MoEF) and its Agency – Department of Environment (DoE) o Department of Environment Prepared State of Environment Report in 2001 o Department of Environment prepared Dhaka City State of Environment Report in 2005 2 According to Statistical Act 2013, Bangladesh Bureau of Statistics (BBS) is responsible for Socio-economic, health & demography, labour and industrial, environmental etc, data collection, analysis and dissemination; BBS has recently drafted a Bangladesh Environmental Statistics Framework 20162030 under an inter-ministerial collaboration b) Include legislative mandates, institutional roles and responsibilities of the processes as well as the frequency and content of the associated products. National Environmental Policy 1992 (draft prepared for update, awaiting government approval process) Bangladesh Environmental Conservation Act, 1995 (2010) Bangladesh Environmental Conservation Rules, 1997 (draft prepared for the update) Statistical Act 2013 of Bangladesh National Strategy for Development of Statistics, 2013 c) The environmental data reporting obligations related to international legislation for which the country is a party, especially focusing on the priority areas and under international agreements or conventions, such as Multilateral Environmental Agreements (MEAs). Bangladesh is Party to various environmental conventions and Protocols; some of these are; o UNFCCC, UNCCD, CBD, Basel Convention on Transboundary Movement of Hazardous Wastes and their Disposal, Stockholm Convention on Persistent Organic Pollutants, Minamata Convention etc. MoEF/DoE is responsible to prepare and submit National Reports; UNFCCC o Initial National Communication, 2002, Second National Communication 2012, Preparing on Third National Communication (expected to submit the TNC by June 2017) o Bangladesh submitted the Intended Nationally Determined Contribution (INDC)/(NDC) to UNFCCC (with 5% unconditional and 15% conditional contribution from Power & Energy, Industries and Transport Sector) (Adaptation has also been included in Bangladesh INDC); At the moment Bangladesh is preparing NDC implementation Roadmap UNCCD o Bangladesh National Action Programme for Combating Desertification, Land Degradation and Drought 2015-2024 o National report to the COP on the progress of implementation of the UNCCD NAP CBD o National Biodiversity Strategy and Action Plan, 2016 o Prepared the Biodiversity National Assessment 2015 (The Fifth National Report of Bangladesh to the Convention on Biological Diversity) o National Biosafety Framework 3 UNFDS – UN Framework for Development of Statistics, 2013 UNSEEA – UN System of Environmental Economic Accounting, 2012 DRSF – Disaster related statistics framework PEAF – Poverty Environment Accounting Framework (UNPEI) 2) Key data and users This links to the national context with a focus data and users. Explore potential for improvement. o Yes, Bangladesh formed a Inter-Ministerial Working Committee for producing Environment, Climate Change and Disaster Related Statistics; d) Is there a collaboration mechanism between the producers of environmental information and statistics and the key users in the country? ANNEX 1: Priority Environmental Data and Indicator Inventory NOTE: The Environment Statistics Self-Assessment Tool (ESSAT) of UN Statistics Division could be a particularly useful tool for this section. Alternatively, some may wish to use the SEEA diagnostic tool or a similar tool.
