PROCUREMENT NOTICE
CALL FOR EXPRESSIONS OF INTEREST
IN THE PROVISION OF
AVIATION TRAINING SERVICES
FOR UNDP PROJECTS IN IRAQ
The United Nations Development Programme (UNDP) Iraq office, located in Amman, invites
Expressions of Interest for the provision of professional civil aviation training services for staff in
Iraqi Aviation agencies for the years 2009 and 2010. Courses will be required across a range of
aviation specializations and should be TRAINAIR, or equivalent, certified. Delivery in the home
base and in Iraq will be required.
The scope of work shall include:
The delivery of TRAINAIR accredited short courses across civil aviation specializations in
the areas of Air Transport, Aviation Management; Airport Engineering; Flight Safety; Air
Traffic Services; Meteorology and Technical Services to nominated attendees from the Iraqi
Civil Aviation Agency (ICAA).
Initial priority areas identified for training include;












Aviation Statistics
UNIX for Air Traffic Control (ATC) automation
Aviation Meteorology
Aeronautical Information Services (AIS)
AIS Cartography
Procedures for Air Navigation Services - Aircraft Operations (PANS-OPS)
Flight Operations Inspection
Rescue & Fire Fighting Services (RFFS)
Transport Economics
Aviation Security Management
Information management
Apron Marshalling
It is expected that other courses will also be needed as the training progresses, subject to
funds being available. Areas will include airport management, air transport economics,
personnel licensing, Aeronautical Information Publications (AIP), aviation law, accident
investigation, navaids and airport engineering.
The entity appointed will be required to:
 Arrange for placement of nominated ICAA staff in scheduled courses identified as of
direct benefit to ICAA, with successful completion, in scheduled short term training
courses agreed.
 Arrange for delivery of new non-scheduled courses where numbers of staff from
ICAA warrant the conduct of a stand alone course (above 15 attendees).
 Deliver a limited number of courses in Baghdad at the Iraq Civil Aviation Training
Institute, located at Baghdad International Airport (where train-the-trainer efforts are
to be applied)

Provide necessary support and assistance to course attendees, and UNDP in housing
and logistics, assisting with visa applications, travel and social issues.
Provide training notes and course materials for courses undertaken.
Provide TRAINAIR accredited certificates for courses successfully completed.
Provide trainee evaluation reports and course assessment reports.
Initial needs will occur in 2009, and it is expected that up to 150 placements will be made in the
country of the company, with some 6 weeks of training required in Baghdad.
Services in 2010 will be subject to financing being available.

When to submit
The deadline to submit the EOI and accompanying submission documents to one of the addresses is 10:00
am (Amman Time) on or before Sunday, 29th March 2009.
EOI received after the above deadline shall not be considered.

Note that this is not an invitation for submission of a proposal. This is a request for Expression of Interest
(EOI) in order to identify qualified entities interested in participating in the solicitation. The potential
subsequent procurement shall be governed by the rules and regulation of UNDP.
UNDP reserves the right to accept or reject any or all EOI without incurring any obligation whatsoever to
inform the affected applicant/s of the grounds. UNDP is not obliged to invite any particular potential
contractor, who had expressed interest in this project, to participate in the subsequent tender process. This
EOI does not entail any commitment whatsoever on the part of UNDP, either financial or otherwise.
