Information on National Financing in the
National Academy of Sciences of the Kyrgyz Republic
and Problems of Youth Attraction into Science
At present the financing researches and remuneration of scientists of the National Academy of
Sciences of the Kyrgyz Republic is very low – only 0,07% of GDP (in 2009 financing rate made
680 thousand som* ). The item of expenses such as field and expedition works, travel allowance
for participation in the international conferences, purchase of research equipment and reagents,
publication of books and journals and etc. necessary for researchers are not being financed.
Scientists’ salary is not much. According to the data of the National Statistic Committee of the
Kyrgyz Republic the living wage of able-bodied population in Kyrgyzstan for the first quarter of
2010 makes 3, 660,71 som a month. Average monthly salary of junior researcher of the
Academy makes 2, 600 som, senior researcher – about 4, 000 som. Existing state regulatory
documents regarding remuneration in the scientific institutions impede the application of
progressive flexible payment system of researchers.
Trying to mitigate the financial problem, the Academy’s subdivisions are actively seeking the
ways of attraction of non-budgetary financing. Non-budgetary funds, attracted for the last 2 years
into science including foreign financial aid, made 118 million som that equals to a half of all
budgetary receipt.
The problem, connected with attraction of youth into science, is typical for all world scientific
community. According to the latest data, scientists of the Academy who are under 40 on average
make 30%. Almost one-half of Candidats of Sciences (196 person of 313) have not reached 60,
though only 11% of them under 40. 58 persons of 155 Doctors of Sciences are under 60. There is
no special social state science program to attract the youth into science in the country. It means
that young researchers have not incentive to pursue science because of low salaries and postgraduate grants, absence of municipal housing for young scientists and etc.
Imperfection of the legislative base in science impedes the effective scientific activities in the
country. Particularly, up to present there have not been adopted Laws on Science and Innovation
Activity, on Venture Activity, on Innovation Centers (Zones), on Industrial Park. We consider it
necessary to develop “Code of the Kyrgyz Republic on Science and Innovation Activity”. The
acting Tax Code is not provided for tax benefits to institutions and organizations promoting
introduction and application of recent domestic scientific developments.
